' Soil and Groundwater Investigation Report <br /> Tracy Byron Road Project May 2008 <br /> SAIC concluded the following based on review of the investigation data: <br /> • Soil and groundwater near borings SB-2, SB-3, and SB-6 were not fully characterized and the <br /> lateral extent of these affected media was not known. Further investigation near these borings <br /> 1was deemed necessary. <br /> • Soil and groundwater near borings SB-8 through SB-12 were not fully characterized and the <br /> lateral extent of these affected media was not known, and therefore required further assessment. <br /> ' • Soil and groundwater appeared to be delineated in the area of borings SB-13 through SB-16; <br /> therefore,additional investigation was not necessary. <br /> ' • Affected soil and groundwater in the vicinity of borings SB-19, SB-22 through SB-26, and SB-36 <br /> were not fully delineated and the lateral extent of residual hydrocarbons was unknown;therefore <br /> further assessment was required. <br /> ' • Affected soil and groundwater were present near borings SB-28, SB-30,and SB-33 through <br /> SB-35. Additional assessment was warranted near these borings. <br /> ' SAIC recommended advancement of additional step-out borings in the above-referenced areas to fully <br /> delineate affected soil and groundwater south of West Byron Road. SAIC recommended that soil and <br /> grab groundwater samples be collected from the step-out borings and tested by a laboratory for the COCs. <br /> ' The RWQCB reviewed the data presented in the Soil and Groundwater Investigation Report at Tracy <br /> Byron Road Project, Tracy, California,concurred with SAIC's recommendations for additional step-out <br /> borings, and suggested the following boring locations(RWQCB, 2004a): <br /> ' • Boring SB-37 south of and midway between SB-2 and SB-3; <br /> • Boring SB-38 south of SB-6; <br /> ' • Borings SB-39 and SB-40 diagonally southwest and southeast of SB-8; <br /> • Boring SB-41 south and midway between SB-11 and SB-12; <br /> • Boring SB-42 south of SB-19; <br /> • Boring SB-43 south of SB-23; <br /> ' • Boring SB-44 south of SB-25 (Caledron's General Store property);and <br /> • Boring SB-45 southeast of SB-33 within the area occupied by a storm-water basin. <br /> 3. SCOPE OF WORK <br /> Section 2.5 documented that access was available only for proposed borings SB-37 through SB-41. SAIC <br /> implemented the RWQCB-accepted work plan at the remaining locations as described in sections 3.1 to <br /> 3.3. <br /> 3.1 PERMITTING,ACCESS,AND SITE SAFETY <br /> ' To maintain regulatory and legal compliance,protect the health of all involved persons, and prevent <br /> accidents, SAIC implemented the following: <br /> ' • Completed strategic planning and project setup activities, including the site-specific Health and <br /> Safety Plan, site-specific Journey Management Plan, and the clearance of subsurface utilities. <br /> • Determined the ownership of and obtained access to private properties coincident with this scope <br /> of work to the extent possible within a reasonable time frame. <br /> 4 <br /> From Science to Solulians <br />
