v
II. INTRODUCTION
On April 1, 1988 the Sunboro De elopment Corporation, 1307 S,
Mary Ave. #208, Sunnyvale, California was processing a subdivision
map through the City of Tracy' s Planning and Public Works
Departments. On that date, petroleum hydrocarbon contamination
was discovered near the northeast corner of the Sunboro Development
Company' s Tracy property. Several weeks later, additional
petroleum hydrocarbon contamination was discovered approximately
800 feet northwest of the intersection of Corral Hollow and Byron
- Roads in the City of Tracy, California. For the most part, the
contamination plume is thought to lie under the Southern Pacific
Railroad and Byron Road right-of-way. Previous work in the area
indicated a minor plume intrusion onto the Sunboro Development
property. Based upon this discovery, the Sunboro Development
Subdivision project was put on hold by the City of Tracy staff
until the extent of the petroleum hydrocarbon plume could be
identified. The Sunboro Development Subdivision is made up of
two separate, but adjacent parcels of land, both Iocated south
of Byron Road and west of Corral Hollow Road as indicated below:
A portion of the Southeast one-quarter of Section 19, Township
2 South, Range 5 East, Mount Diablo Base and Meridian, described
r
as follows:
Parcel A
As shown upon the map filed for record May 9, 1988 in Book 15
of Parcel Maps at page 151, San Joaquin County records, containing
22.5 acres more or less; Assessor's Parcel No. 237-170-45. (See
r Map, Exhibit II-A, page iii )
Parcel B
A portion of the southeast one-quiarter of Section 19, Township
e , 2 South, Range 5 East, Mount Diabl& Base and Meridian, described
as follows:
As shown upon the map filed for record May 9, 1988 in Book 15
of Parcel Maps at page 151, San Joaquin County records, containing
22.6 acres more or less; Assessors Parcel No. 237-170-44.
(See Map, Exhibit II-A, page iii )
The above two parcels, A and B, a e adjacent along an east-west
line that separates these two parcels. As seen on the map, Parcel
F B lies adjacent to and south of yron Road. The known slight
intrusion of the petroleum h.ydrocarbon plume is along the north
boundary of Parcel B at Byron Road. It is thought that Parcel
F A is free of petroleum hydriocarbon contamination. The
contamination probably originates from the Southern Pacific
Railroad right-of-way north of Byron Road.
r
TI-1
