Beginning in 2001 , <br /> Chevron Environmental Management Company (Chevron) investigated a release of non- <br /> hazardous crude oil to soil and groundwater that was discovered on the property. The leaks <br /> were confirmed to be attributable to the historical Old Valley Pipeline (OVP) and/or Tidewater <br /> Associated Oil Company (TAOC) pipelines, owned/operated by Chevron predecessors. From <br /> the early 1900's to the late 1960's the pipelines transported crude oil from Kern County oil <br /> fields to San Francisco Bay area for refining. Reportedly, in the early 1940's the OVPITAOC <br /> was used to transport Bunker C fuel oil from the refineries to locomotive fueling terminals near <br /> Tracy. Use of the former pipelines was terminated in the early 1970's. <br /> The project site is at the southwest intersection of Wicklund Road and West Byron Road, <br /> about four miles northwest of Tracy. Crude oil affected soil and groundwater is present <br /> beneath the West Byron Road right-of-way easement and the historical OVPITAOC pipelines <br /> which lie within the easement. Two refined petroleum products pipelines are reported to be <br /> within the easement, but the alignment/locations are unknown. The extent of affected <br /> groundwater extends into a portion of the Union Pacific Railroad (UPRR) tracks right-of-way <br /> easement, located adjacent to the northeast side of West Byron Road. Portions of the <br /> properties listed on the enclosed Table, overlie and/or are within a 200-foot radius of the <br /> approximate outline of the extent of crude oil affected soil and groundwater (see the enclosed <br /> Figure). Between 2001 and 2008, soil and groundwater samples were collected and <br /> submitted for analysis by a California certified analytical laboratory. <br /> Two areas of affected soil and groundwater with approximate dimensions of 175 feet by <br /> 250 feet and 320 feet by 720 feet respectively are located at the project and noted on the <br /> enclosed Figure. The vertical extent of affected soil at the Site was defined by non-detect <br /> (ND) analytical results for total petroleum hydrocarbon (TPH) compounds for samples <br /> collected in borings at depths of about 26 to 39 feet below ground surface (bgs). Fuel <br /> fingerprint analysis and evaluation confirmed the petroleum hydrocarbons present were <br /> consistent with degraded San Joaquin Valley crude oil. Residual crude oil concentrations will <br /> naturally degrade with time. <br /> Gen.erally, the elevated TPHc concentrations in soil found at or below the water table coincide <br /> with the affected groundwater. The approximate depth to groundwater ranges from depths of <br /> 6 to 10 feet bgs. A portion of the affected groundwater extends offsite and downgradient to an <br /> California Environmental Protection Agency <br /> cci Recycled Paper <br />
