Mountain House Development Site#6 -2- 14 October 2011 adjacent agricultural field to the north-northeast and to the southwest. The remainder is downgradient (north) beneath West Byron Road, the historical OVPITAOC pipelines, UPRR tracks, and the active pipelines. Central Valley Water Board staff received Chevron's 15 September 2011 Soil and Groundwater Management Plan (SGMP) that provides guidance for whoever may conduct future excavation and/or subsurface maintenance activities at the Site. The SGMP, which designates Chevron as the responsible party for any issues that arise confirmed to be related to the crude oil leaks, was submitted to the San Joaquin County Environmental Health and to owners of property that overlie affected soil/groundwater. In January 2011 , Chevron's consultant submitted a human health screening evaluation (HHSE) that considered a hypothetical future onsite resident scenario. Results of the HHSE indicate that exposure to residual crude oil remaining at the site is not anticipated to pose a public health risk and should not result in an unacceptable health risk for an onsite resident. SAIC concluded that no remedial action is necessary for protection of human health and that a risk management decision for no further action could be made. However, the likely future site use will be by-a construction/trench worker scenario for maintenance activities associated with the highway, the active pipelines or possibly the agricultural fields. Additionally, the 2010 California Natural Diversity Database, maintained by California Department of Fish and Game, was reviewed by Chevron's consultant to search for threatened, endangered, or sensitive species in the vicinity of the site; the assessment indicated that a threat to sensitive species does not appear to exist.
