Box 6012 <br /> San Ramon, CA 94583 <br /> NO FURTHER ACTION REQUIRED, MOUNTAIN HOUSE DEVELOPMENT SITE #3, WEST <br /> BYRON ROAD, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted a request for No Further <br /> Action Required (NFAR) determination for Mountain House Development Site #3 (Site). The <br /> NFAR, dated 22 October 2010, was prepared by Science Appiications International <br /> Corporation — Benham Companies, LLC (SAIC) on behalf of Chevron. In addition, a Human <br /> Health Screening Evaluation (HHSE), dated 28 August 2008, and other Site investigation <br /> documents prepared by SAIC were previously submitted. The Site is along West Byron Road <br /> approximately 2,000 feet southeast of the Mountain House Creek crossing and 2,500 feet <br /> northwest of Mountain House Development Site #6, northwest of Tracy, in western San <br /> Joaquin County. <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has <br /> reviewed the NFAR and other related project reports and comments are contained in the <br /> attached memorandum. In a letter dated 25 January 2011, Central Valley Water Board staff <br /> concurred that soil and groundwater affected by crude oil leaks from Chevron's historical Old <br /> Valley Pipeline (OVP) and Tidewater Associated Oil Company (TAOC) pipeiines have been <br /> adequately delineated and additional characterization was not needed. There are no <br /> monitoring wells to be destroyed. <br /> According to the findings, affected soil and groundwater are limited in extent within the West <br /> Byron Road right-of-way (ROW) highway easement and an adjacent alfalfa field. The <br /> historical pipelines fie within the highway ROW easement. Additionally, Chevron's active <br /> refined petroleum product pipeline, the Bay Area Products Line, is within the UPRR easement <br /> between the tracks and the highway. <br /> The future use and Sits access is anticipated to be limited to construction/maintenance <br /> activities associated with the West Byron Road easement and agricultural field work with the <br /> alfalfa crop production. According to the August 2008 HHSE, and considering that the Site <br /> use is not anticipated to change, SAIC conducted the human health risk evaluation. The <br /> evaluation was based on a hypothetical future onsite resident and for the most likely potential <br /> exposure by a construction maintenance worker associated with features within the highway <br /> California Environmental Protection Agency <br /> G�Recycled Paper <br />
