SAIC's HHSE concluded that the residual crude oil remaining at <br /> the Site does not pose a threat to human health for the construction/trench worker scenario or <br /> a potential future onsite resident. <br /> Central Valley Water Board staff received the site specific Soil and Groundwater Management <br /> Plan (SGMP), dated 10 January 2011 that provides guidelines for interested parties who may <br /> conduct excavation and/or maintenance activities at the Site in the future. The SGMP, which <br /> designates Chevron as the responsible party for any issues that arise related to the crude oil <br /> leaks, was submitted to the interested parties identified at the Site. <br /> On 30 March 2011 , Central Valley Water Board staff notified interested persons of their <br /> opportunity to provide comments to Chevron's request for a NFAR determination. Property <br /> owner(s) determined to have been affected by crude oil leaks from the historical pipelines <br /> located on or near the referenced site were notified.by certified mail on 30 March 2011 . Ne <br /> responses were received during the 30-day comment period. <br /> The reports concluded that site assessments, characterization, and risk assessment have <br /> provided the appropriate technical data and rationale to support a NFAR determination. <br /> If existing, additional, or previously unidentified chemical constituents at Mountain House <br /> Development Site #3 cause or threaten to cause pollution or nuisance or are found to pose a <br /> threat to public health or water quality, then. 1) nothing in this determination is intended or <br /> shall be construed to limit or preclude the Central Valley Water Board or any other agency <br /> from taking further enforcement action and 2) this letter does not relieve Chevron of any <br /> responsibilities mandated under the California Health and Safety Code and the California <br /> Water Code.
