Brown Jr. <br /> Acting Secretary for http:/lwww.waterboards ca.govlcentralvailey Govomor <br /> Environmental Protection <br /> FACT SHEET <br /> PROPOSED NO FURTHER ACTION REQUIRED, MOUNTAIN HOUSE SITE #3, <br /> HISTORICAL CRUDE OIL PIPELINES, WEST BYRON ROAD, SAN JOAQUIN COUNTY <br /> This Fact Sheet is to inform interested parties of the Central Valley Regional Water Quality <br /> Control Board's (Central Valley Water Board) consideration of No Further Action Required for <br /> the subject property and to request any comments on the proposed action. <br /> During 2001, a release of non-hazardous crude oil to soil and groundwater was discovered, <br /> and confirmed attributable to the historical Old Valley Pipeline (OVP) and/or Tidewater <br /> Associated Oil Company (TAOC) pipelines. From the early 1900s to the late 1960s the <br /> pipelines transported crude oil from Kern County to San Francisco Bay area for refining. In <br /> the early 1940s the OVPITAOC was used to transport Bunker C fuel oil from the refineries to <br /> locomotive fueling terminals near Tracy. <br /> The site is at the southeast intersection of Mountain House Parkway and West Byron Road, <br /> four miles northwest of Tracy. Crude oil affected soil and groundwater is present beneath the <br /> West Byron Road right-of-way easement and the historical OVP/TAOC pipelines which lie <br /> within the easement. The extent of affected groundwater extends slightly into the Union <br /> Pacific Railroad (UPRR) tracks right-of-way easement, located adjacent to the north side of <br /> West Byron Road. All or portions of the properties listed on the attached table, overlie and/or <br /> are within a 200-foot radius of the approximate outline of the extent of crude oil affected soil <br /> and groundwater (see the enclosed map). Between 2001 and 2008, soil and groundwater <br /> samples were collected and submitted for analysis by a California certified analytical <br /> laboratory. <br /> The extent of crude oil affected soil is limited, with approximate dimensions of 150 by 300 feet. <br /> A small area with approximate dimensions of 100 feet across and 35 feet below ground <br /> surface (bgs), present within the northern part of the affected soil, contains a limited volume of <br /> separate phase crude oil. In the remaining portion of the delineated area, affected soil was <br /> noted at approximate depths of 15 to 35 feet bgs with total petroleum hydrocarbon as crude oil <br /> (TPHc) at concentrations ranging from 2,600 milligrams per kilogram (mg/kg) at 23 feet to <br /> 1,900 mg/kg at 33 feet bgs. The vertical extent of crude oil affected soil was defined by non- <br /> detect laboratory results for total petroleum hydrocarbons for a sample from a depth of 54 feet <br /> bgs. Fuel fingerprint analysis and evaluation confirmed the petroleum hydrocarbons present <br /> were consistent with degraded San Joaquin Valley crude oil. Residual crude oil <br /> concentrations will naturally degrade with time. <br /> Generally, the elevated TPHc concentrations in soil found at or below the water table occur <br /> with affected groundwater. Approximate depth to groundwater ranges from depths of 5 to 15 <br /> feet bgs.
