O. Box 6012
San Ramon, CA 94583
REVIEW - NO FURTHER ACTION REQUIRED REQUEST, MOUNTAIN HOUSE
DEVELOPMENT SITE #3, MOUNTAIN HOUSE, SAN JOAQUIN COUNTY
Chevron Environmental Management Company (Chevron) submitted a No Further Action
Required Request (N FAR) Report, Mountain House Development Site #3, Mountain House,
San Joaquin County (Site). The Report, dated 22 October 2010 was prepared for Chevron by
Science Applications International Corporation — Benham Companies, LLC (SAiC). The
project is along Byron Road approximately 800 feet northwest of Henderson Road, northwest
of Tracy, in western San Joaquin County. The Site is within the Byron Road right-of-way
(ROW) easement, primarily beneath the highway ROW and an adjacent alfalfa field.
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff has
reviewed the Report and other Site investigation reports, prepared for Chevron by SAIC and
other consulting firms. Detailed comments are provided in the enclosed memorandum and
summarized below.
Background
Crude oil affected soil has been delineated at the Site. In August 2008, SAIC completed a
Human Health Screening Evaluation (Screening Evaluation), using a conservative risk
exposure scenario for a hypothetical future onsite resident. Exposure to chemicals present in
soil should not result in an unacceptable risk for an adult or child onsite resident.
In addition, an ecological screening evaluation indicates there are no threatened or
endangered species at or within one mile of the Site. SAIC concluded that no remedial action
is necessary to protect human or ecological health, and that an NFAR determination could be
made and the Site is a candidate for closure.
California Environmental Protection Agency
aRecycled Paper
