Lee Higgins _ 2 25 January 2011 Chevron Mountain House Site#3 Central Valley Water Board staff concludes that: Central Valley Water Board staff concur that the presence of residual crude oil/petroleum hydrocarbons in soil does not pose an unacceptable health risk for an adult or child resident under the conditions evaluated and no remedial action is necessary. • SAIC assessed available cleanup technologies and remedial alternatives for soil and groundwater at Chevron's historical crude oil pipeline projects. The assessment concluded that residual weathered crude oil is highly viscous, relatively immobile, and primarily occurs within low permeability silty clay soil at the Site, Location of the Site within the utility/highway corridor limits most forms of remediation such as passive in- well recovery, pumping and extraction, and/or excavation. • Consistent with the other historical crude oil pipeline sites, Chevron needs to submit a site-specific Soil and Groundwater Management Plan (SGMP) that designates Chevron as the responsible party to address residual crude oil that may be encountered or excavated during future Site activities. Summary The Central Valley Water Board is required to provide the public the opportunity to comment on closure decisions under state law (including Health and Safety Code 25356.1). Central Valley Water Board staff will be notifying nearby landowners, residents, and occupants of closure cases we oversee. Pursuant to Section 2728 of the California Code of Regulations, Title 23, Division 3, Chapter 16, the Central Valley Water Board requests that Chevron conduct a property and offsite property owner survey (Survey). The Survey should determine: a) all properties overlying soil and groundwater determined to have been impacted by the historical pipelines' release, and b) adjacent properties within a 200-foot radius of the impacted areas delineated at the Site. Upon completion of the Survey, submit a table or spreadsheet listing property owner names and mailing addresses, business and residence mailing addresses, and assessors' parcel numbers and a corresponding map(s). By 30 March 2011, please submit the results of the Survey. Central Valley Water Board staff will submit written notification regarding the proposed Site closure to parties listed on the Survey and provide them an opportunity to submit comments. The SGMP may be submitted at the same time. Following completion of a 30-day public notice period and provided all substantive comments are resolved, Central Valley Water Board staff will issue a No Further Action Required determination.
