Gee-TRS Traffic Engineer <br /> Office (650) 591-7048 ■ Cell (650) 814-7916 e-mail apyg_@msn.com ■ <br /> Fax (650) 591-7048 <br /> RE: SAIL APPLICATION FOR ENCROACHMENT PERMIT FOR BORINGS <br /> ON BYRON ROAD <br /> Review of the Application for Encroachment Permit by SAIC (Science Applications <br /> International Corporation) reply to my comments of October 15, 2004 dated October 21, <br /> 2004 and the revised traffic Control plan to conduct borings on and adjacent to Byron <br /> Road within the jurisdiction of MHCSD finds that my concerns are alleviated and it is <br /> recommended that approval be granted subject to the conditions as listed below. <br /> 1. SAIC shall incorporate Teichert's traffic control plan and new SAIC's traffic <br /> control plan to avoid traffic control conflicts. <br /> 2. The eastbound lane of Byron Road will not be narrowed during the drilling <br /> activities at Mountain House Site#3. <br /> 3. SAIC shall keep drilling equipment on the shoulder, off the road pavement, and <br /> not over-hang the travel way with equipment. <br /> 4. SAIC will utilize flag control for two borings located next to the pavement: MH3- <br /> 1 and MH3-2. <br /> 5. Signs installed by SAIC shall not conflict with those installed by Teichert on <br /> Byron Road. <br /> 6. Advance warning signs shall be installed 7 calendar days before the <br /> commencement of work. <br /> 7. The "Taper Lengths", "Buffer Space", and "Advance Warning Sign Spacing" on <br /> Table 5-4 shall utilize a"Speed" of 55 Miles per Hour. Taper lengths for lane <br /> drops shall be 1000-feet in length for 55 miles per hour. <br /> S. Construction equipment accessing Byron Road shall be facilitated by use of Flag- <br /> persons and flagging procedures shall conform to the latest issue of WATCH <br /> (Work Area Traffic Control Handbook) as prepared by the Uniform Practices and <br /> Utility Coordination Committee of the southern chapter of the American Public <br /> Works Association. <br /> 9. No materials and/or equipment shall be stored or parked within 20-feet of the <br /> edge of travel way. <br /> 1 <br />
