Weber Avenue, Third Floor Stockton, California 95201-0388 Subject: Public Notice of Land Disposal of Groundwater from Cleanup of Petroleum Pollution, Mountain House Creek Restoration Project Mountain House,California Dear Ms. Herren and Mr. Infurna: As required by Order No. R5-2003-0044, Attachment A, General Order for Land Disposal of Groundwater from Cleanup of Petroleum Pollution, Science Applications International Corporation (SAIC), on behalf of ChevronTexaco(Applicant) is submitting a public notification as required by the General Order Attachment A, page 3, section E,No. 2, which states "The applicant shall send letters, in an approved formal, to each of the above interested parties listed in E.L, the local County Health Department and the California Department of Fish and Game describing the proposed project and including the following information": • Describe the cleanup project and the involved chemicals of concern, • Location of treatment system and discharge (both narrative and on map), • Explain permit application and project implementation time schedule, • Describe permit discharge limits and monitoring program, • State in letter that interested parties have 2 weeks from date of letter to submit comments to Regional Board office. The required information is listed below. Mountain House is being developed by Trimark Communities approximately 2 miles north of Interstate 205 (Figure 1). The study area of concern is located in the vicinity of Mountain House Creek, approximately 118-mile northwest of Mountain House Parkway and Byron Road. The study area contains both the former Standard Oil of California Wait-Mendota-Richmond Pipeline (the Old Valley Pipeline [OVP]) right of way(ROW) and Tidewater Associated Oil Company (TAOC) pipeline ROW. Both pipelines carried heated crude oil and Bunker C fuel oil. The OVP was operated from 1903 until the early to mid 1930s; north of Tracy it was operated until the late 1960s. The TAOC pipeline system was constructed in 1907 and operated until the 1970s. The OVP pipeline ROW extends to the south side of Byron Road and the TAOC pipeline ROW is on the north side of Byron Road in the Union Pacific Railroad ROW. Actual dates of discharge are not known.
