Scott Mansholt <br /> ChevronTexaco <br /> Chevron Environmental Management Company <br /> 6001 Bollinger Canyon Road, Room K2050 <br /> San Ramon, CA 94583-2324 <br /> REPORT OF WASTE DISCHARGE, NOTICE OF INTENT FOR LAND DISPOSAL OF <br /> TREATED GROUNDWATER, MOUNTAIN HOUSE CREEK BRIDGE CONSTRUCTION AND <br /> STREAMBED ALTERATION PROJECT, SAN JOAQUIN COUNTY <br /> Trimark Communities (Trimark) and_ChevronTexaco submitted a Report of Waste Discharge (RWD) <br /> dated 7 June 2004, including an application form (Form 200), a filing fee of S1,800 and information <br /> required by"Attachment A" for coverage under General Order For Land Disposal of Groundwater or <br /> Surface Water From Cleanup of Petroleum Pollution, Order No. R5-2003-0044. The application was <br /> received in this office on 10 June 2004, for the proposed discharge from cleanup of petroleum-polluted <br /> groundwater to land. <br /> The proposed discharge is a result of treated groundwater from dewatering wells installed as part of <br /> Trimark's bridge construction and streambed alteration activities at Mountain House Creek where it <br /> crosses beneath Byron Road, northwest of Tracy. Shallow groundwater in the area of the project contains <br /> petroleum hydrocarbons as a result of leaks from the former Old Valley Pipeline (OVP) that previously <br /> transferred crude oil from Kern County to refineries in the San Francisco Bay area. The former OVP was <br /> located adjacent to the north of Byron Road. <br /> Your application is lacking some of the required technical information regarding the treatment systems, <br /> the domestic wells within one-half mile of the project site, and the parcel that will be used to receive the <br /> treated wastewater discharge. The following Sections of the Application Requirements need to be <br /> addressed: <br /> * Section A. 2. —provide an estimate of the approximate "breakthrough time" (in days) for each <br /> carbon treatment unit. Additionally, provide a narrative describing how the treated wastewater <br /> will be discharged uniformly to avoid channeling and runoff from Field G. <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
