Dean Hubbard <br /> DATE: 26 March 2004 SIGNATURE: �• <br /> SUBJECT: Mountain House Sites Workplan Addendum <br /> I have reviewed the 12 March 2004 Workplan Addendum, Soil and Groundwater Investigation, Mountain <br /> House Sites #I and#2, Mountain House, San Joaquin County submitted by your consultant, Science <br /> Applications International Corporation (SAIL). The Regional Board staff approved a previous workplan <br /> for soil and groundwater investigations at Mountain House Sites # 1 and #2 dated 31 July 2003. The <br /> Addendum describes how additional borings are proposed to collect soil and groundwater samples at both <br /> of the adjacent sites located along Byron Road. <br /> Additionally, I reviewed a document entitled - Chevron Pipeline Easement Assessment Report, dated 26 <br /> November 2001 conducted by Condor Earth Technologies, Inc, (Condor) for Trimark Communities, Inc. <br /> (Trimark). Trimark owns properties adjacent to both sides of the Byron Road easement. The Condor <br /> investigation evaluated properties adjacent to the historic Old Valley Pipeline (OVP) along Byron Road <br /> between the Alameda County Iine and Wickland Road, a distance of approximately 14,000 feet. <br /> ChevronTexaco predecessors operated the OVP that was previously located within the Byron Road and/or <br /> adjacent Union Pacific Railroad (UPRR) right of way casements. The area investigated by Condor <br /> included a portion of Mountain House Sites # 1 and# 2, where petroleum hydrocarbons leaking from the <br /> OVP have impacted soil and groundwater in the vicinity of Mountain House Creek. <br /> DISCUSSION <br /> Drilling and Sampling Proposal <br /> The Addendum was prepared for ChevronTexaco to address additional soil and groundwater <br /> characterization in the vicinity of Mountain House Creek where it crosses beneath Byron Road and the <br /> UPRR tracks. According to the Addendum, Trimark is proposing to widen and deepen the Mountain <br /> House Creek streambed and construct a new Byron Road and UPRR bridge crossing over the creek. The <br /> purpose of the additional borings is to further characterize the soil and groundwater conditions at that <br /> location before initiation of the proposed construction activities.
