If boilers <br /> were used in the on-SITE structures, it is likely that fuel oil USTs were installed and remain on- <br /> SITE. <br /> ' 6.2 Off-SITE Concerns Numerous off-SITE facilities were identified during the regulatory <br /> list and record review. Records regarding those facilities within one-quarter mile of the SITE <br /> were reviewed at the S]CEHD. No information was found indicating that soil or groundwater at <br /> ' the SITE is known or suspected of having been impacted by the release of hazardous materials at <br /> off-SITE facilities. The recognized environmental concern to SITE soil and/or groundwater from <br /> off-SITE sources, appears low. <br /> 7.0 CONCLUSIONS <br /> We have performed a Phase I Environmental Site Assessment in conformance with the scope and <br /> limitations of ASTM Practice E 1527 of the SITE. Any exceptions to, or deletions from, this <br /> practice are described in the following paragraph. This assessment has revealed no evidence of <br /> ' recognized environmental conditions in connection with the SITE, except those associated with: <br /> • the current and/or former use/tenancy of Parcels 1, 6, 15, 16, 38; <br /> • the possible presence of fuel oil USTs which may have existed in association with <br /> ' boiler/heating systems within the on-SITE structures; and <br /> • the possible presence of asbestos containing materials within the on-SITE structures. <br /> ' At the direction of Mr. Ron Cook of the Redevelopment Agency of the City of Stockton, the SITE <br /> was not entered, and no individuals associated with current on-SITE activities were contacted. <br /> ' 8.0 RECOMMENDATIONS <br /> ' In consideration of the PHASE I findings, Twining makes the following recommendations: <br /> • allow a reconnaissance of the SITE to assess the current and/or former use of boiler/heater <br /> systems which may have been equipped with USTs to contain heating oil; <br /> ' conduct an asbestos survey within the on-SITE structures to assess the presence of asbestos <br /> containing materials; <br /> • analyzed soil samples collected from strategic locations on Parcels 6, 15, 16, and 38 to <br /> ' assess the impacts to soil and/or groundwater as a result of commercial activities there <br /> • continue groundwater monitoring at Parcel 1 and assess the extent of remaining soil <br /> impacts there. <br /> 9.0 LIMITATIONS <br /> The purpose of an environmental assessment is to reasonably assess the potential for, or actual <br /> impact of, past practices on a given site which may pose an environmental impairment to it. No <br /> ' assessment is thorough enough to identify all potential environmental impairments at a given site. <br />
