' Redevelopment Agency of the City of Stockton Page 12 <br /> B34602.01 <br /> ' 6.0 EVALUATION <br /> An evaluation of the PHASE I findings is summarized in the following subsections. <br /> ' 6.1 On-SITE Concents The SITE appears to have been in mixed commercial/residential use <br /> ' since prior to 1895. Since 1895, the various commercial tenants have included a service station, <br /> automotive service and repair businesses, a temple, a church, a restaurant, a beauty shop, a carpet <br /> cleaning company, and retail stores. The SITE remains in mixed commercial/residential use <br /> today occupied by automotive repair and service businesses (Parcels 1, 6, 15, and 38) and a <br /> church (Parcel 33). Although the automotive repair and service businesses were not entered <br /> during the SITE reconnaissance, it is considered likely that these businesses use and store <br /> hazardous materials including product and waste automotive fluids, fuels, and cleaning solvents. <br /> No business plans for the storage of hazardous materials were found on file at the SJCEHD for <br /> any on-SITE address. In addition, no information was found indicating the current or former use <br /> of UST systems on-SITE except for those formerly maintained on Parcel 1 and Parcel 15. <br /> Impacted soil and groundwater have been the subject of investigation and monitoring at Parcel 1 <br /> where six UST systems were removed in 1993. As of January, 1997, groundwater underlying <br /> Parcel 1 contained petroleum product and constituents at concentrations as high as 460,000 parts <br /> per billion. Although a workplan was found for the implementation of a groundwater extraction <br /> system and a soil vapor extraction system, no information was found indicating that they have <br /> been installed. Groundwater continues to be monitored at Parcel 1 under the oversight of the <br /> ' SJCEHD. <br /> A UST was reportedly removed from Parcel 15 in June of 1988. No impacts to soil were found <br /> in a single soil sample collected from beneath the UST upon its removal and investigative closure <br /> was granted to the on-SITE facility in January, 1992. <br /> ' The environmental concerns identified at the SITE were not associated with features and/or <br /> activities observed there during the reconnaissance, but in association with activities and suspected <br /> features within structures on portions of the SITE which were not made accessible during the <br /> ' reconnaissance. Specifically, the environmental concerns identified at the SITE are associated <br /> with; <br /> • the possible presence of asbestos containing building materials within the on-SITE <br /> structures; <br /> • the known impacts to soil and groundwater at Parcel 1, the result of a release from one or <br /> more of the USTs maintained there until 1993; <br /> • impacts to soil and/or groundwater underlying Parcels 6, 16, and 38 which may exist in <br /> association with current and former automotive repair and maintenance activities at each. <br /> ' Twining also considers it possible that boilers were used for heating the on-SITE structures. UST <br /> typically used to contain heating fuel were not permitted by the building, tire, or county <br /> environmental health department when these structures were built.
