(Condor) and has the
following comments.
The Work Plan proposes to continue the investigation of the vertical and lateral extent of the
documented petroleum hydrocarbon contamination at this site with the advancement of four cone
penetrometor test (CPT) borings. The CPT tool will be utilized to classify the soil behavior type and an
Ultra-Violet Optical Screening Tool (UVOST) will be used to delineate hydrocarbon impacted soil.
Condor proposes to collect two soil and one grab groundwater samples from each boring site.
The EHD approves the outlined scope of work with the following conditions:
1. To define the vertical extent of the contamination in soil, all CPT/UVOST borings are to be
extended to 100 feet below surface grade, or deeper if the UVOST tool indicates there is still
contamination at that depth.
2. To define the vertical extent of the groundwater contamination, discrete grab groundwater
samples must be collected from deeper water bearing zones. More than one groundwater
sample will be needed at each boring site, from each significant low-pressure interval.
3. Additional soil samples should be collected if necessary to define the vertical extent of the
contamination.
4. In order to avoid the possibility of cross contamination of samples, separate borings should be
advanced for each soil and groundwater sample collected.
The EHD has been notified by Condor that the fieldwork to implement this scope of work has been
scheduled for November 12-13, 2008. The EHD doubts that the scope can be completed in two days.
San Joaquin County Well Permit #55816 has been issued for the work. A report of findings is due for
submittal to the EHD within 60 days of completion of the fieldwork; as currently scheduled the due
date is January 13, 2009.
If you have any questions please call Lori Duncan at (209)468-0337.
Sincerely,
Lori Duncan, REHS Nuel C.
