This has exhausted Michael and Sharon Olivarez$75,000
line of credit.
Foothill Engineering has run the pump and treat system until the filters broke through. As of
2/7/09 the pump and treat system is shutdown awaiting two filter exchanges. The filter
exchanges can not be ordered until additional funds are made available by the UST Fund.
The estimated time for a reimbursement to be processed is 6 to 18 months and with four
outstanding reimbursements it could take two years for the UST Fund to make the outstanding
reimbursements.
Foothill Engineering recommends that the remediation be suspended until the UST Fund gets
caught up so that remediation may resume without interruption.
Suspension of remediation will not have any adverse effects on the public. The plume will not
grow because the source has been removed. There is not an explosive hazard. The plume does
not threaten sensitive receptors. Remediation efforts to date have reduced the original
concentration at the eye of the plume from 140,000ppb TPHg to 43,000ppb TPHg, and has
removed 1,025Kg of gasoline which is 93%of the original estimation of 1,1001(g of gasoline in
the plume.
Foothill Engineering proposes to manage the plume by sampling the downstream wells MW-8S
and MW-8D for the Second Quarter 2009 and then all wells for the First Quarter 2010.
