II
the extraction well is current as of 2/7/09,and the upstream wells will be protected for two
quarters because they are upstream.
Foothill Engineering is requesting EHD provide written concurrence with a temporary
suspension of remediation so that the City of Stockton sanitary sewer discharge permit may
also be suspended. The situation with the City is that you only get one permit per parcel per
owner per lifetime. Recent changes in City policy will allow suspension of the permit if the EHD
will provide written concurrence. Because of the City's own discharge permit to the river, it is
not easy for them to turn the permit off because the landowner wants to and then have EHD
force them to turn it back on again. Without voluntary suspension, the discharge permit will
be permanently lost if it is cancelled for lack of payment. March 10, 200#is when the next
payment is due.
Please carefully consider and approve this request. Michael and Sharon Olivarez have no more
resources except to wait for the UST Fund. Allowing the UST Fund to get caught up is the most
direct path to resuming remediation.
Attached is a letter from the UST Fund indicating the extent of the delays. The current
isoconcentration diagrams from 12/18/08 sampling, and the Receptor Survey are attached for
your consideration. If there are any questions please call (916) 729-5184.
Thank you,
Foothill Engineering D
8
A/Vf
EXP -G9
Michael Vlach, P.E.
