The requirement is that it be <br /> cleaned up before someone tries to use it for beneficial uses. I am under the impression that the State has <br /> recognized that there is an infinite amount of time for mother nature to finish the clean up, because the City of <br /> Stockton development laws and the permanent record created by GeoTracker will prevent anyone from using <br /> this water as a beneficial use. Thus allowing closure for almost any declining concentration or small leading <br /> edge concentration, were existing wells are not threatened. <br /> 1).At the meeting on 8/4/11 Nuel wasn't concerned with the offsite concentrations, as if to concur with the <br /> above. The leading edge (oxygen front) illustrated by MW-10&11 the 1,2-DCA is holding below 20ug/L. <br /> 2).The EW-1 spike is expected after pump shut down. For approximately 9 months the pump maintained a <br /> dynamic steady state cone of depression. The upstream water has become cleaned up. Since half the water <br /> comes from downstream and half from upstream we are seeing a 50%dilution during the dynamic steady state <br /> sampling. The data shows that the concentration has been cut in half from 200,000ug/L TPHg to 100,000ug/L <br /> TPHg with a declining trend. <br /> 3).The fund will only reimburse for actions approved by the EHD. The fund considers all of my actions elective <br /> and non-reimbursable no matter what the result. I will need approval of the bio-reactor in order to augment the <br /> GAC filters. <br /> Thanks for your considerations.
