(AGE) and has the following comments.
The Report documents a routine quarterly groundwater monitoring and sampling event
conducted at your site on December 15, 2006 . In the Report AGE states "As required by
the EHD by letter dated 12 October 2006, AGE prepared a Corrective Action Plan
evaluating cost-effectiveness of at least two remediation alternatives for both soil and
groundwater at the site". This statement is not completely accurate.
In the October 12, 2006 letter SJC/EHD directed preparation of a Feasibility Study, to be
followed with feasibility testing and preparation of a Corrective Action Plan . AGE
submitted a Feasibility Study to SJC/EHD on December 14, 2006 proposing testing of one
soil remediation method , soil vapor extraction (SVE), and one groundwater remediation
method , air sparging (AS), directed at the shallow groundwater contamination only. No
other remediation methods were discussed or compared; no cost .comparisons were
provided ; the deep groundwater contamination present at this site was not addressed in
the submitted Feasibility Study.
In correspondence dated January 2, 2007 SJC/EHD responded to the Feasibility Study,
approving the installation of four SVE wells to conduct a SVE test, but not the installation
of the proposed AS well . SJC/EHD further directed submittal of a work plan addendum to
investigate a sandy interval between 60 to 70 feet below surface grade (bsg) , and
submittal of an additional Feasibility Study to adequately address remediation of the
groundwater contamination , both shallow and deep. The Feasibility Study is due
February 23 , 2007. No deadline was imposed for the submittal of the work plan
addendum , but SJC/EHD stated that if it were submitted promptly the work to implement it
could be completed during the same field mobilization to install the approved SVE wells .
To summarize:
1 . A Feasibility Study to address the groundwater contamination at your site is due
for submittal to SJC/EHD no later than February 23 , 2007.
