Philhps 66 Company 3 <br /> To co Station#1205 164 0 am4ffiSttyet,l..athroy.CA Februa 19 2002 <br /> Plan will be reviewed by the field staff and contractors prior to beginning field operations <br /> at the site <br /> Task 2—Dual Phase Extraction and Feasibility Testing <br /> DPE is planned to last five days, 24 hours a day, and will be conducted using a trailer- <br /> mounted DPE system capable of generating flow rates up to 300 cubic feet per minute <br /> (cfm) and vacuums of up to 25 inches of mercury (in/Hg) SECOR will connect the DPE <br /> system to onsite wells and will extract soil vapor and groundwater simultaneously from the <br /> wells A thermal oxidizer will be operating as the effluent stream control method and will <br /> be used to treat the extracted soil vapors in accordance with permit conditions established <br /> by the local air quality management district The period of extraction from a given well is <br /> determined by a decrease in the influent hydrocarbon concentrations as measured in the <br /> field using a Flame Ionization Detector (FID) or Photo Ionization Detector (PID) <br /> Extracted groundwater will be temporarily stored on-site in a 6,900-gallon Baker Tank (or <br /> equivalent) pending disposal at the Tosco refinery in Rodeo, California <br /> During operation of the DPE system, SECOR will collect soil vapor samples initially (i e , <br /> within two hours of system start-up) and daily thereafter from the influent sample port to <br /> the DPE system SECOR will also record field parameters such as extraction flow rates <br /> and vacuums, and the radius of influence observed in surrounding wells Soil vapor <br /> samples will be submitted to a California state certified laboratory for analysis of total <br /> petroleum hydrocarbons as gasoline (TPHg) using Environmental Protection Agency <br /> i (EPA) Method 8015 modified, benzene, toluene, ethylbenzene, xylenes (BTEX), and <br /> MtBE using EPA Method 8020 Laboratory analytical results of groundwater samples <br /> collected during the next quarterly sampling event will be compared to the results of <br /> previous sampling events to evaluate the effectiveness of the DPE unit in remediation of <br /> the petroleum hydrocarbon-impacted groundwater at the site <br /> Task 3 - Technical Report <br /> Following completion of the feasibility testing, SECOR will prepare a report summarizing <br /> the procedures, field results, and analytical results The report will include an evaluation of <br /> current site conditions, including recommendations with regard to the tested remediation <br /> technology <br /> SCHEDULE <br /> SECOR is prepared to initiate a 5-day pilot test beginning March 25, 2002 A report <br /> documenting the results of the pilot testing will be submitted to the RWQCB <br /> approximately six weeks after the completion of the fieldwork and the next quarterly <br /> sampling event <br /> File TOSCO\12051MTS11205-5-Day DPE Work Plan doc <br />
