The release occurred on property owned <br /> by Charles Spatafore at 23577 Mountain House Parkway,Tracy, California(the Site). The release <br /> occurred because an employee of Kagehiro Ranch, Inc., (a contractor to Mr. Spatafore)punctured <br /> CPL'S KLM crude oil pipeline while plowing the overlying fields. Cambria Environmental <br /> Technology, Inc., (Cambria) was retained by CPL to: 1) direct initial environmental cleanup <br /> activities; 2) collect soil samples for laboratory analysis; and 3) document environmental <br /> activities performed by CPL emergency response personnel by preparing this report. A <br /> description of the release, the site setting, emergency response environmental activities, and <br /> Cambria's conclusions and recommendations are presented below. <br /> RELEASE OCCURRENCE AND DETECTION <br /> On the morning of December 4, 2003, an employee of Kagehiro Ranch, Inc., was tilling the Site <br /> on behalf of Mr. Spatafore. The farm worker was tilling the fields using the tractor and five-prong <br /> ripper shown in Photograph 1 (Photographs are presented as Attachment A). Prior to tilling, the <br /> worker had marked the trace of the pipeline by driving the tractor between the two pipeline <br /> boundary markers. The site vicinity and pipeline location are shown on Figure 1. Figure 2 and <br /> Photograph 2 show the northern marker and pipeline trace at the Site. <br /> The lack of furrows over the pipeline trace within the southern portion of Mr. Spatafore's field <br /> indicates that the worker was lifting the ripper as he crossed over the pipeline. However, it <br /> appears that the worker stopped lifting the ripper as work progressed to the north as evidenced by <br /> Photograph 3. Based on fresh scrape marks observed on the pipeline, the farm worker struck the <br /> Cambria pipeline nine times without penetrating the pipeline, but during the northernmost traverse one of <br /> Environmental <br /> Technology,Inc. the ripper prongs punctured the line (Photographs 3 and 4). The puncture created a spray of crude <br /> oil, and oil began accumulating on the ground above the pipeline.
