� � J <br /> C Mr. Bob Gondek <br /> A M B R I A <br /> March 11,2004 <br /> At 9:27AM PST on December 4, 2003, CPL detected a pressure drop in the KLM pipeline. CPL <br /> also received a phone call from the property caretaker informing them of the release. CPL <br /> immediately "shut in" the affected section of pipeline and dispatched emergency crews. To <br /> minimize the potential release volume, CPL shut off the pipeline at the closest valve points and <br /> began to back-vacuum oil within the pipeline towards the nearest substation away from the <br /> rupture point. <br /> CPL estimates that approximately 750 barrels(bbl)of crude oil_were released between the time of <br /> initial rupture at approximately 9:30AM and approximately 11PM that evening when the leak <br /> © was stopped. The bulk of the observable oil release flowed from the rupture onto the ground <br /> surface and then to the east following furrows created by tilling of the fields. Following the same <br /> furrows, oil also flowed to the west. Portions of the oil also flowed to the northeast following tire <br /> tracks left by the tractor upon leaving the fields after the rupture and to the northwest following <br /> tire tracks laid down to outline the pipeline trace prior to tilling. A portion of the crude oil release <br /> sprayed from the pipeline into the air falling back onto surrounding agricultural land southwest of <br /> the rupture. Photograph 3 was taken at about 11:50AM,approximately 2.5 hours after puncture of <br /> the pipeline. <br /> SITE SETTING <br /> The Site and surrounding land use is agricultural. A barn, the caretaker's residence, and several <br /> associated structures are located approximately 1,800 ft east of the release site. The Spatafore <br /> property is bounded by HWY 205 to the south and Mountain House Parkway to the east <br /> (Figure 1). CPL maintains an 18 inch subsurface pipeline that traverses a portion of the Site <br /> running parallel to two PG&E natural gas pipelines (Figure 2). Commercial development has <br /> been proposed for the property. <br /> Lithology: Based on surface soil samples and samples collected from test pits, soil beneath the <br /> Site appeared composed of brown silty sand with clay and organic material from the surface to 1 <br /> to 3 ft below ground surface (bgs). The surficial soil is underlain primarily by light brown silty <br /> sand and sand with increasing grain size with depth to the total depth explored of 23 ft bgs. <br /> Samples logged by Cambria suggest high estimated permeability in soils greater than 3 ft bgs. <br /> Depth to Groundwater: To evaluate depth to groundwater beneath the Site, Cambria directed <br /> excavation of a test pit to 23 ft bgs in an area outside of the release area (Figure 2), no <br /> groundwater or wet soils were encountered. Depth to groundwater in the site vicinity is between <br /> 15 and 40 ft bgs based on wells installed at other sites in the area. <br /> 2 <br />
