The property is owned and farmed by <br /> Charles Spatafore. On December 4, 2003, while tilling adjacent fields, Mr. Spatafore's employee <br /> collided with CPL'S KLM pipeline and ruptured the line. On the morning of December 4, 2003, <br /> CPL detected a pressure drop in the KLM pipeline. CPL immediately shut off the pipeline and <br /> dispatched emergency crews. The objectives of CPL'S emergency response activities were to stop <br /> the leak by repairing the pipeline, and to contain and recover liquid crude oil. Cambria provided <br /> assistance to CPL during the environmental portion of the initial response by directing the <br /> excavation of crude oil saturated soils from the Site. <br /> CURRENT SITE CONDITIONS <br /> The leak was stopped and the pipeline repaired by midday on December 5, 2003. To the extent <br /> feasible during emergency response, all free flowing crude oil at the Site was contained by the <br /> afternoon of December 6, 2003. Recovered oil was removed from the Site. Excavated soil was <br /> disposed offsite or contained onsite in soil stockpiles wrapped in plastic sheeting. Cambria's draft <br /> workplan for emergency response activities (Revision No. 1) is included as Attachment A. <br /> Cambria is in the process of preparing a report of environmental emergency response activities <br /> which will include an estimate of the quantity of crude oil released; bills of lading documenting <br /> the amount of oil recovered and recycled by CPL; descriptions of all environmental field <br /> activities; copies of manifests and weigh tickets for soil disposed from the Site; and analytical <br /> laboratory data for soil samples. <br /> ANTICIPATED FUTURE ACTIVITIES <br /> Cambria Beginning on December 6, 2003, Cambria has been in contact with the environmental consultant <br /> Environmental <br /> Technology, Inc. for the property developer. Mr. Doug Heard of Kleinfelder is the lead geologist. The property <br /> developer is Pegasus Development of Pleasanton. Representatives of CPL and Cambria met with <br /> 5900 Hollis Street Mr. Michael Clevenger, President of Pegasus at the Site on December 9, 2003.
