DRAFT December 8,2003 <br /> Mr. Chuck Trujillo <br /> Chevron Pipeline Company <br /> 1546 China Grade Loop <br /> Bakersfield,CA 93308 <br /> Re: Field Sampling and Interim Cleanup Workplan <br /> Revision No. 1 <br /> Country Flags Site <br /> Environmental Response to Pipeline Damage Near Milepost 151.5 <br /> Chevron KLM Pipeline <br /> San Joaquin County, California <br /> Dear Mr. Trujillo: <br /> At the request of Chevron Pipeline Company (CPL), Cambria Environmental Technology, Inc. <br /> (Cambria) has prepared this workplan for field sampling and interim cleanup near Milepost(MP) <br /> 151.5 of CPL'S KLM pipeline, San Joaquin County, California(the Site). This workplan presents <br /> the initial response plan to assess and mitigate potential environmental issues resulting from <br /> puncture of the pipeline on December 4, 2003. The objective of the response activities is to <br /> contain and recover liquid crude oil. This approach will limit the environmental impacts of this <br /> release and reduce overall project costs. This workplan will be modified and amended as <br /> necessary. This revision reflects changes made to the plan while work was ongoing, late in the <br /> day on December 5, 2003 and on December 6,2003. <br /> APPARENT SITE CONDITIONS <br /> This section of the CPL KLM pipeline traverses an agricultural area near the City of Tracy. It is a <br /> subsurface line which parallels pipelines operated by others. A farmer tilling adjacent fields <br /> collided with the KLM pipeline struck the line in several locations and ruptured the line in one <br /> location. Initial observations by CPL personnel suggest that the farmer lifted his plough during <br /> his initial passes over the line. During subsequent passes, however, the farmer did not lift the <br /> plough. The farmer continued making passes through the pipeline right-of-way, colliding with the <br /> pipeline during each pass until a hole was punched into the pipeline and crude oil was released. <br /> Some crude oil sprayed from the pipeline into the air then fell onto the surrounding agricultural <br /> land, while other portions of the oil flowed from the rupture onto the ground surface. <br /> Immediately upon detection of the rupture, CPL shut off the pipeline at the closest valve points, <br /> limiting the pipeline release to crude oil located between the bracketing valve points. CPL <br /> emergency crews began containment work at the Site on December 4, 2003. Initial activities <br /> included crude oil containment into vacuum trucks and constructing berms to limit the spread of <br /> oil. Initially, CPL excavated a trench and receiving pit. Crude oil flowing from the rupture <br /> entered the trench then flowed into the receiving pit where CPL removed crude oil from the pit <br />
