WORKPLAN FOR INITIAL SUBSURFACE INVESTIGATION <br /> Shinko Electric America <br /> 551 Carnegie Street <br /> Manteca, CA <br /> I. INTRODUCTION <br /> This workplan describes a proposed subsurface investigation at the former Shinko Electric <br /> America plant located in Manteca, California. The objective of this investigation is to evaluate <br /> soil and groundwater for the existence of contamination that may be present at the site. <br /> A. STATEMENT OF SCOPE OF WORK <br /> The Scope of Work includes contracting a registered geologist and a licensed C-57 <br /> drilling contractor to drill and collect groundwater samples from six bore holes and soil <br /> samples from two additional locations at the site. Groundwater samples will be as <br /> follows: one upgradient control sample, five additional samples down-gradient and/or <br /> near the vault and product storage area. Soil samples will be as follows: four samples <br /> taken from two locations adjacent to the outside pipe trench. Analysis of samples will <br /> be performed by a certified laboratory. In addition, a survey will be taken to measure <br /> groundwater elevation and gradient. A registered geologist will submit a written report <br /> at the conclusion of the study. <br /> B. SITE LOCATION <br /> The former Shinko facility is located in southern Manteca at the northeast corner of <br /> Melon Avenue and Carnegie Street (Appendix A, Map 1). The main and service <br /> entrances to the Shinko site are from Carnegie Street. <br /> C. BACKGROUND <br /> There is no history of any previous subsurface investigations at this site. A partial plant <br /> surface closure was completed in 1991. Surface decontamination of the plant occurred <br /> under a workplan (May 31, 1990) and final report (July 29, 1991) submitted by Excel <br /> Trans, Inc. to the San Juaquin County Health Department (SJCHD). Excel Trans, Inc. <br /> decontaminated equipment and the structure, and disposed of hazardous waste. Shinko <br /> was responsible for disposition of cleaned tanks and equipment.
