D. SITE HISTORY <br /> This section discusses previous business owners, the type of activities that took place at <br /> the site while occupied by Shinko, and above ground and underground storage tanks. <br /> 1. PREVIOUS OWNERS <br /> The building was constructed in 1977 and occupied by Moduline, a firm that <br /> manufactured mobile homes. The building was sold to Shinko in 1982. <br /> 2. SITE ACTIVITIES <br /> Shinko operated the Manteco site for seven years, producing high technology <br /> components for the computer industry. The plant produced micro-thin metal <br /> components, which were wire bonded to integrated circuit chips. Processes <br /> undertaken at the site included stamping metal components, elctrolplating copper <br /> and silver, cutting and packaging plated components, and treating waste water. <br /> 3. NUMBER AND CAPACITY OF ABOVE GROUND TANKS <br /> The facility held 34 above ground tanks ranging from 450 gallons to 25,000 <br /> gallons capacity. A below-grade concrete vault held 13 tanks containing virgin <br /> products and dilute waste water. There were two concrete berms at grade. The <br /> first held 12 tanks containing virgin product. The second berm held 9 tanks for <br /> waste water treatment and city water pretreatment. The plating room contained <br /> several plating tanks for copper and silver plating. <br /> 4. TANK CONTENTS AND REMOVAL OF TANK CONTENTS <br /> Tanks contained the following: 35% hydrochloric acid; 93% sulfuric acid; 20% <br /> sodium hydroxide; 15% sodium hypochlorite; alkaline waste; sodium cyanide; <br /> potassium cyanide; cyanide wastes; ferrous sulfate; sodium metabisulfite; and <br /> polymer. Waste water tank contents were removed and processed on site through <br /> Shinko's waste water treatment plant. Prior to decontamination of the facility by <br /> Excel Trans, most of the virgin material was used by Shinko in their operations. <br /> Material that could not be used was sent off site to EPA permitted disposal <br /> facilities. Plating tank contents were removed and shipped to Eticam in Fernley, <br /> Nevada, an EPA permitted disposal facility. During the decontamination of the <br /> facility, tanks were cleaned for subsequent removal by Shinko for salvage. Three <br /> plating tanks were decontaminated and shipped to Shinko Electric in Takoka, <br /> Japan. <br /> 2 <br /> ERICKSON, Inc. <br /> Specialized Service to Industry Since 1942 <br />
