Center St. <br /> Stockton, CA 95201 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> offers these comments concerning the meeting on June 24, 1993 between Greyhound Lines <br /> Inc., Engineering-Science, and PHS/EHD. <br /> Soil contamination proposed to be left in place unremediated shall be evaluated according <br /> to LUFT standards based on concentration of contaminant and vertical distances away from <br /> seasonal high groundwater depth (20 feet below ground surface). Contaminated soil that <br /> remains at or below this seasonal high depth should be remediated to non detectable levels. <br /> Physical evidence (soil sample results) is required to define the lateral and vertical extent <br /> of soil contamination. <br /> Excavation of contaminated soil with confirmation soil sampling can provide both <br /> remediation and definition of the extent of soil contamination. "Zero lines" of soil <br /> contamination should be defined prior to in-situ bioremediation. Following this remediation, <br /> soil borings, to provide confirmatory soil sampling, will be required to prove that adequate <br /> and effective remediation has occurred. <br /> Workplans or proposals to conduct remediation may be submitted to PHS/EHD concurrently <br /> with proposals to investigate the extent of existing soil contamination. <br /> Overexcavation is considered a corrective action and as such requires public participation <br /> and an open comment period prior to any execution of the plan. The length of comment <br /> periods is dependent on the site and the corrective action planned. If overexcavation at this <br /> site is planned a 14 day comment period would be appropriate. After review of the <br /> corrective action plan PHS/EHD will notify you of the comment period dates. <br /> A Division of San Joaquin County Health rare Services <br />
