PUBLIC HEALTH SERVICES
PqU 1/y
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M. D., M.P.H., Acting Health Offic -
304 East Weber Avenue, Third Floor • Stockton, CA 951A2CC,

209/468-3420
FEB d 7 19197
BRETT HUNTER
CHEVRON USA
PO BOX 5004
SAN RAMON CA 94583-0804
Re: Ron's Chevron Site Code: 1039
139 South Center
Stockton CA 95202
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has completed review of the
"Addendum to Work Plan for Well Installation"dated October 17, 1996 which was prepared by Pacific Environmental
Group. PHS/EHD has prepared the following comments for your consideration and response.
The Addendum failed to respond to PHS/EHD's directive that the addendum include a scope of work necessary to
evaluate remedial alternatives, but did propose an additional soil boring to be placed on site. However,a map was not
included in the addendum indicating where this soil boring was to be located. The description of the proposed
relocation of monitoring well MW8 indicated that it would be located approximately 140 feet further downgradient
(southeast)of the formerly proposed location which was 100 feet south of MW7 and 140 feet southwest of MW8.
Regarding the historical record of compliance which Chevron has demonstrated at this site,it should be noted that the
last quarterly report which PHS/EHD has received was the"Second Quarter 1996 Groundwater Monitoring"report
which included the results of the May 7, 1996 sampling event. PHS/EHD has a difficulty with understanding how the
historical record of compliance can be deemed appropriate and timely.
Given the size of the plume, the concentrations in wells properly screened in and above first encountered groundwater,
the remaining hydrocarbon contaminated soil which is located below the first encountered groundwater,it is likely that
some active remedial efforts will be necessary.
Please submit a PHS/EHD drilling permit,a Caltrans or City of Stockton encroachment permit(depending on the
ownership of the of parking lot located near the northeast comer of South Center and Lafayette Streets)and the$89
permit fee. Once the PHS/EHD permit is issued, please contact PHS/EHD at least two working days prior to the
scheduled field activities,so that PHS/EHD can schedule a field inspection. Also, you must contact PHS/EHD
following the field activities to discuss the selection of soil samples to undergo laboratory analysis.
The report of results shall include a summary of all the analytical soil and groundwater results which have been
obtained for the site and the results of the well survey. The report should be submitted within 45 days following the
completion of field activities. Also, the third and fourth quarterly reports should be submitted immediately.
PHS/EHD had postponed final review of the proposed addendum in hopes of reviewing the most recent quarterly
sampling results. If you have any questions, please contact me at(209)468-0337.
Donna Heran,REHS,Director
Environmental Health Division
Mary Meays,Senior REHS MargaretL gorio,REHS J
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer,Central Valley Regional Water Quality Control Board
cc: Roger Hoffmore,Pacific Environmental
cc: Tom Portele,Greyhound Lines,PO Box 660362 Dallas TX 75266-0362
A Division of San Joaquin County Health Care Services
