The modifications and additional submittal items <br /> set forth in your letter are addressed individually below. For <br /> clarification, each modification request is presented preceding <br /> the response. <br /> 1. "Within 30 calendar days of the effective date of the approved <br /> closure plan (CP) , submit a written groundwater monitoring <br /> program report which addresses any unsatisfactory areas list- <br /> ed in the Comprehensive Groundwater Monitoring Evaluation <br /> (CME) performed by the Regional Water Quality Control Board. " <br /> MCTC response: <br /> The summary of findings and recommendations on pages 3 thru <br /> 6 of the CME does not list any "unsatisfactory areas . " Areas <br /> that are incomplete in defining. the contaminated plume and <br /> the aquafir characteristics are being addressed in the Phase <br /> IV Ground Water Assessment. Suggested improvements in <br /> methodology will be implemented, where possible, in future <br /> monitoring events . <br /> 2 . "The closure of the surface impoundment shall be completed <br /> within 180 days of the effective date of the approved CP. <br /> Submit within 15 calendar days of the effective date of the <br /> approved CP, a revised schedule of closure activities which <br /> specifies each step of closure, unless the schedule in the <br /> CP will be met.
