North Yard- <br /> The North Yard contains a wood treatment facility <br /> (retort) , treated wood storage areas, and a <br /> stormwater and ground water treatment system. <br /> Wood treatment at MCTC began in 1966. The wood is <br /> loaded into pressure vessels or retorts where an <br /> inorganic wood preservative solution is forced <br /> into the wood under pressure. Chromium, copper, <br /> and arsenic have been used as components of the <br /> wood preservative solution. In 1982 , arsenic was <br /> eliminated from the preservative solution and only <br /> copper and chromium are now used. <br /> The site is bordered by a mix of land uses. To the north <br /> and east of the North Yard are storage areas for vehicles of <br /> a commercial trucking operation. Franklin High School is <br /> adjacent to the site. To the south, east, and west of the <br /> South Yard are residential areas. <br /> Soils around and under the MCTC site have been affected in <br /> several locations as a result of wood treating activities on <br /> the Site. <br /> Levels of chromium have exceeded federal and state drinking <br /> water standards in the groundwater under and down gradient <br /> from the MCTC site . The reader is referred to the attached <br /> figures for a plan view of known ground water contamination; <br /> figures are from Section 3 of the full volume draft RAP. <br /> NATURE AND EXTENT OF CONTAMINATION <br /> Extensive soil and groundwater assessment programs and an <br /> assessment of the public health and environmental risks have <br /> defined the nature and extent of contamination. <br /> The site has been divided into four operable units to <br /> facilitate development of remedial action alternatives. The <br /> four operable units are as follows: <br /> o Surface Soils <br /> o Pipes and Culverts on or near South Yard <br /> o Subsurface Soils beneath retorts <br /> o Groundwater <br /> SUMMARY OF REMEDIAL INVESTIGATION <br /> Surface Soil Contamination <br /> Offsite surface soils apparently have been affected in <br /> some locations by past wood treatment and treated wood <br /> storage operations at the facility.
