RECOMMENDED REMEDIAL ACTIONS <br /> This RAP includes separate remedial actions for each of <br /> the operable units identified at the MCTC site. These <br /> actions are summarized below. In addition, the reader is <br /> advised that regulatory oversite will continue through all <br /> remaining phases of the project and that subsequent <br /> submittals by MCTC (workplans, reports, etc. ) will be placed <br /> in the local repository. <br /> Surface Soils <br /> Excavate soils containing arsenic at <br /> concentrations exceeding the recommended <br /> action levels: 30 mg/kg (ppm) from ditches <br /> and commercial properties, upper background <br /> or approximately 14 mg/kg (ppm) from <br /> residential properties. <br /> Dispose of excavated soils at an off-site <br /> disposal facility. <br /> Restore excavated areas to conditions <br /> suitable for intended use. <br /> NOTE, confirmation sampling will be performed to ensure <br /> remedial objectives have been met. Samples will be analyzed <br /> according to California Code of Regulations (CCR) for Total <br /> Threshold Limit Concentration (TTLC) , Soluble Total Limit <br /> Concentration (STLC) , and federal procedures for Toxicity <br /> Characteristic Leaching Potential (TCLP) . <br /> Pipes and Culverts <br /> Clean sediments from pipes and culverts on or <br /> near the South Yard and which are immediately <br /> adjacent to areas requiring surface soil <br /> remediation. <br /> Dispose of removed sediment at an offsite <br /> disposal facility. <br /> NOTE, water used in the process to clean sediments from <br /> culverts will be collected and treated. Discharge of <br /> treated water will be according to the National Pollution <br /> Discharge Elimination System (NPDES) permit limitations <br /> established for the Marley site. <br /> Subsurface Soils <br /> - Replace the synthetic liner in the bottom of <br /> the retort pit with an upgraded liner, retort <br /> fluid capture system, and a leak detection <br /> system. <br /> ES-5 <br />
