RECOMMENDED REMEDIAL ACTIONS
This RAP includes separate remedial actions for each of
the operable units identified at the MCTC site. These
actions are summarized below. In addition, the reader is
advised that regulatory oversite will continue through all
remaining phases of the project and that subsequent
submittals by MCTC (workplans, reports, etc. ) will be placed
in the local repository.
Surface Soils
Excavate soils containing arsenic at
concentrations exceeding the recommended
action levels: 30 mg/kg (ppm) from ditches
and commercial properties, upper background
or approximately 14 mg/kg (ppm) from
residential properties.
Dispose of excavated soils at an off-site
disposal facility.
Restore excavated areas to conditions
suitable for intended use.
NOTE, confirmation sampling will be performed to ensure
remedial objectives have been met. Samples will be analyzed
according to California Code of Regulations (CCR) for Total
Threshold Limit Concentration (TTLC) , Soluble Total Limit
Concentration (STLC) , and federal procedures for Toxicity
Characteristic Leaching Potential (TCLP) .
Pipes and Culverts
Clean sediments from pipes and culverts on or
near the South Yard and which are immediately
adjacent to areas requiring surface soil
remediation.
Dispose of removed sediment at an offsite
disposal facility.
NOTE, water used in the process to clean sediments from
culverts will be collected and treated. Discharge of
treated water will be according to the National Pollution
Discharge Elimination System (NPDES) permit limitations
established for the Marley site.
Subsurface Soils
- Replace the synthetic liner in the bottom of
the retort pit with an upgraded liner, retort
fluid capture system, and a leak detection
system.
ES-5
