Install and operate a system to flush deep
soils with water to enhance the removal of
hexavalent chromium in the pore water.
Monitor the deep soils for wood treating
chemicals.
NOTE, MCTC has proposed to discontinue use of all hazardous
materials during their wood treatment process. Should the
wood treating process be discontinued by July 1, 1991,
replacement of the retort liner will not be necessary. The
flushing process would however continue.
Should a non-hazardous material be substituted for current
wood treatment material, all measures presented above (and
any other applicable requirement) will have to be met.
Additionally, implementation of the proposed flushing option
is projected to take a maximum of 5 years. Upon cessation
of the flushing alternative, MCTC will be responsible to
submit a closure plan for the retort pit which complies with
all statutory requirements, including federal Resource
Conservation and Recovery Act (RCRA) standards.
Groundwater
Expand the onsite Water Treatment Plant as
necessary in connection with an increased
withdrawl rate. The current estimate
required to capture the ground water plume is
500 gpm.
- Install and operate a groundwater extraction
and treatment system.
- Provide alternative water supply to users of
private wells affected by the MCTC ground
water contamination.
Monitor groundwater for effectiveness of
implemented remedy.
NOTE, due to regional overdraft of ground water resources,
all options to re-use treated ground water are being
evaluated by state and local agencies. Currently, the draft
RAP proposes to discharge effluent to the Stockton Diverting
Canal (located to the east of the MCTC site) . While limited,
this option will provide-
0 infiltration of water resources into the
underlying aquifer,
o seasonal use of discharged water for irrigation.
ES-6
