Manifest number 003454489GBF(9-13-2017)was found without a signed off copy from the destination facility. Hazardous waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter,the generator shall submit a legible copy of the missing manifest,with some indication that the generator has not received confirmation of delivery. This information shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifest or prepare and submit the required information to DTSC. Submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. Copies of uniform manifests for the disposal of hazardous waste for used oil filters were not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. If there are no oil filter manifests, submit a statement to the EHD. According to the manager, Kern Oil Filter Recycling hazardous waste haulers will pick up used antifreeze contaminated with used oil and manage it as"Non-RCRA Hazardous Waste Liquid(Oil&Water)"on a consolidated manifest. The driver makes the determination on how to manage the waste when he arrives at the site. If used oil is contaminated with a hazardous waste,the resulting mixture shall be managed as hazardous waste. Immediately begin handling all used oil contaminated with hazardous waste as hazardous waste. This is a Class II violation.
