WASTE DISCHARGE REQUIREMENTS -11- <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> 3. The Discharger shall use the best practicable cost-effective control <br /> technique currently available to limit mineralization to no more than <br /> a reasonable increment. Monthly monitoring reports must document weekly <br /> and monthly average concentrations of total dissolved solids in the <br /> influent and effluent systems. <br /> 4. The Discharger shall conduct toxicity testing of the combined effluent <br /> from the Andco and ion exchange treatment systems incompliance with the <br /> attached Monitoring and Reporting Program No. , which is part <br /> of this Order. If the discharge produces in-stream toxicity, the <br /> Discharger shall submit plans and a schedule for conducting a Toxicity <br /> Reduction Evaluation (TIE) to determine the chemical causing <br /> invertebrate toxicity and correct the treatment plant deficiencies. <br /> S. Neither the drainage nor its treatment shall create a nuisance or <br /> pollution as defined in Section 13050 of the California Water Code. <br /> 6. An operator training program must be developed to maximize performance <br /> and operation of the treatment plant. The Discharger shall submit a <br /> Plan and Specifications for Operator Training by 1 February 1994. <br /> 7. In order to comply with the Inland Surface Waters Plan an Effluent and <br /> Receiving Water Quality Assessment (ERWQA) must be completed by <br /> 1 July 1994. The objectives of the study are to: (1 ) determine whether <br /> the discharge has constituents that cause, have reasonable potential to <br /> cause, or contribute to an excursion above any State water quality <br /> standard, including the "California Inland Surface Water Plan" adopted <br /> 11 April 1991 and state narrative criteria for water quality; and (2) <br /> to determine the most appropriate measures and actions to be taken to <br /> achieve compliance with potential effluent limitations. The Discharger <br /> shall submit a Work Plan for the ERWQA by 1 March 1994. <br /> 8. The Discharger shall continue to evaluate the feasibility of reuse of <br /> effluent in lieu of discharging to the Stockton Diverting Canal . <br /> Further studies are needed to provide review and updates of regulations, <br /> new uses, and changing economic as well as financial developments. A <br /> technical report of this review is to be submitted by 1 January 1996. <br /> 9. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. , which is part of this Order, and any revisions <br /> thereto, as ordered by the Executive Officer. <br /> 10. This Order expires on 1 July 1998 and the Discharger must file a Report <br /> of Waste Discharge in accordance with Title 23, CCR, not later than 180 <br /> days in advance of such date in application for renewal of waste <br /> discharge requirements if it wishes to continue the discharge. <br /> 11 . Compliance with this Order may not relieve the Discharger of its <br /> obligations under Health and Safety Code Sections 25249.5 through <br />
