ARCO QUARTERLY SUMMARY REPORT <br /> Facility 4493 Address 205 North Center Street, Stockton, California <br /> ARCO Environmental Engineer Mr Paul Supple <br /> Consulting Co/Contact Person SECOR International Incorporated/Rusty Benkosky <br /> Consultant Project No 077 43280 701 <br /> Primary Agency/Regulatory ID No San Joaquin County Environmental Health Division <br /> (SJCEHD) <br /> Assembly Bill 681 Status Property Owned by City of Stockton <br /> WORK PERFORMED THIS QUARTER (First Quarter - 2001): <br /> 1 Quarterly groundwater sampling and monitoring was not performed due <br /> to construction activities at the site <br /> WORK PROPOSED FOR NEXT QUARTER (Second Quarter- 2001): <br /> 1 Perform groundwater sampling <br /> 2 Install multi-completion wells once construction activities by the City of <br /> Stockton are complete <br /> DISCUSSION: <br /> Former ARCO Station #4493 is located at 205 North Center Street in Stockton, <br /> California The former service station was demolished during the first quarter of 1999 <br /> and the lot is currently vacant The site is located on property identified as Weber Point, <br /> and the Stockton Channel is located adjacent to the site to the south The City of <br /> Stockton has redeveloped the Weber Point area as a city park <br /> Three 12,000-gallon USTs were installed at the site in 1984 The USTs were tightness <br /> tested thirteen times between 1986 and 1996 The USTs tested tight except in the <br /> following cases In October 1986,the USTs exceeded the maximum loss rate for tight <br /> USTs The USTs were re-tested in January 1987 and one UST failed the integrity <br /> testing A vapor line for the UST was repaired, the UST was re-tested, and passed in <br /> December 1987 On March 19, 1993, two leak detectors failed integrity testing The <br /> leak detectors were replaced, the system was re-tested, and subsequently passed On <br /> November 2, 1993, the UST line#2 failed testing An O-ring was replaced, and UST#2 <br /> line passed testing In 1996, fluid was reportedly leaking from UST#3 UST#3 was <br /> pumped dry of all gasoline, the piping was evacuated and capped, and a temporary <br /> closure plan was submitted to the SJCEHD <br /> In July 1997, the SJCEHD sent ARCO a letter stating that the former Shell service <br /> station approximately 300 feet east of the site had reported increasing concentrations of <br /> MtBE in their upgradient wells These wells are to the east of the ARCO station, which <br /> is the historical groundwater flow direction <br />
