PUBLIC 1EALTH SERVES Phu N C <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M.D., M.P.H., Health Officer <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 <br /> 209/468-3420 <br /> OCT 3 01997 <br /> CITY OF STOCKTON <br /> C/O COMMUNITY DEVELOPMENT DEPARTMENT <br /> PLANNING DIVISION <br /> 345 N EL DORADO ST <br /> STOCKTON CA 95202 <br /> RE: Public Review of Proposed Negative Declaration-Expanded Initial Study for <br /> the Weber Point Southbank Seawall Project (IS10-97) <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed the October 14, 1997, Proposed Negative Declaration <br /> by the City of Stockton, the September 25, 1997, Expanded Initial Study prepared <br /> by Sycamore Environmental Consultants of Sacramento California, the July 14, <br /> 1997, Preliminary Environmental Site Assessment and the July 14, 1997, Limited <br /> Phase II Assessment prepared by Kleinfelder, Inc. of Stockton California for the <br /> above referenced project. <br /> Section 7 of the July 14, 1997 Kleinfelder Preliminary Environmental Site <br /> Assessment states "The site is adjacent to a retail service station (ARCO) located <br /> at 205 North Center Street which has the potential to impact the site because of <br /> existing underground storage tanks and documentation as a leaking Underground <br /> Storage Tank (LUST) site. Kleinfelder recommends that soil and water samples <br /> be collected in the vicinity of the service station and along the south seawall to <br /> assess the potential release of contaminants within the south seawall. Please <br /> note the sampling along the seawall has already commenced, and the results of <br /> that sampling will be detailed in a separate report." <br /> PHS/EHD was present for the Kleinfelder investigation that consisted of the three <br /> forty foot borings on Weber Point and hand augured borings attempted in the <br /> ARCO right of way between the south side of the UST's and the south sea wall. <br /> The analytical results of samples from the forty foot borings reported no <br /> petroleum fuel hydrocarbons detected. The hand augured borings were repeated <br /> unsucessfully using a bob cat powered augur which encountered refusal six <br /> inches beneath the test area. <br /> Page 8 of the report states that ARCO #4493, 205 North Center Street, is <br /> A Division of San Joaquin Countv Health Care Services <br />
