located adjacent and north of the subject property. This site is listed on the UST <br /> and LUST databases. Three fiberglass gasoline UST's are permitted at this site. <br /> The LUST database status for this site is listed as closed/cleanup complete. The <br /> data provided in the EDR report indicates soil was the only media affected by an <br /> unauthorized release of unleaded gasoline. The ARCO service station located <br /> adjacent and north of the site has the potential to adversely impact the site <br /> because of close proximity of stored petroleum hydrocarbons and shallow depth <br /> to groundwater." <br /> The site has dual walled tanks and single walled piping. On October 27, 1993, a <br /> trench was dug in order to place the piping in a fiberglass secondary containment <br /> system. The pump island water line was broken and the water went into the <br /> trench. The water was pumped out and disposed of as eleven drums of <br /> hazardous waste. The presence of the fiberglass secondary containment system <br /> is questionable because PHS/EHD did not witness the installation. <br /> The section entitled "San Joaquin County Public Health Services Environmental <br /> Health Division" on page 9 of the report states "On December 16, 1987 a 12,000 <br /> gallon gasoline tank at the ARCO station failed a precision leak test. The leak <br /> was repaired within the piping and passed a tank retest. The site address was <br /> placed on the Leaking Underground Storage tank list(LUST) as a result of this <br /> incident." <br /> In 1986 all three tanks failed precision tests. The regular tank also failed in <br /> 19877he 12,000 gallon regular tank was repaired on April 22, 1988, as <br /> documented in a Brown and Caldwell Report. The secondary containment of tank <br /> 3 never tested tight and had to be temporarily closed on January 15, 1997. <br /> There have been numerous failures and repairs of various parts of the tank <br /> systems using a variety of testing methods. <br /> Page 8 of the report discusses sites which are near the project. "Civic Center <br /> Parking/Weber Enterprises, 141 N. El Dorado Street, located approximately 0.11 <br /> miles east of the subject property. This site is listed on the UST, LUST and <br /> CORTESE databases. An apparent unauthorized release of unleaded gasoline <br /> occurred and has affected groundwater. A preliminary Assessment is underway. <br /> This site is not likely to adversely impact the subject site because of the <br /> hydraulically downgradient direction." <br /> PHS/EHD has groundwater assessment data that may indicate that the 141 N EI <br /> Dorado Street Civic Center Parking/Weber Enterprises site is being impacted by <br /> the 205 North Center Street ARCO Station # 4493. The remedial action for 141 N <br /> EI Dorado is considered complete. However MTBE has now been detected in the <br /> groundwater samples from this site and concentrations of MTBE appear to be <br /> increasing. This site is downgradient of the ARCO station. The only source other <br /> than the site itself is the 205 N Center St. ARCO. In a letter dated July 21, 1997, <br />
