PHS/EHD recommended to ARCO that they initiate a soil and groundwater
investigation of their site. To date they have not performed an investigation.
In conclusion,ARCO #4493 has a history of technical problems related to
tightness testing, the UST system is considered single wall due to the piping,
there was no subsurface investigation near the tank system during the
Kleinfelder self directed assessment and monitoring wells at a nearby
downgradient site are detecting increasing concentrations of MTBE. PHS/EHD
recommends that a subsurface investigation of the ARCO station be conducted to
determine if the seawall construction activities will exacerbate the potential for
contamination from the ARCO station (if any) to expand beyond its current
boundaries.
For additional information, please contact Steve Sasson REHS, at (209) 468-
3459.
Donna Heran, REHS, Director
Envir mental Health Division
Steven Sasson, Senior REHS Margar Lagorio, REH
Site Mitigation Unit Supervisor
