i <br /> "redevelopment activities could result in the loss of significant subsurface cultural resources, <br /> and damage to important historical features"(Paoli and Associates, 1991) In addition,the <br /> banks of Stockton Channel,McLeod Lake, and the slough system that once crossed the <br /> ' project area are archaeologically sensitive areas (Findings, Statement of Overriding <br /> Considerations and Mitigation Monitoring Program,City of Stockton) <br /> A record search was conducted for the Amended West End Urban Renewal Project No 1 <br /> (Paoli and Associates, 1991) Information obtained from the Central Archaeological <br /> ' Information Center(file#1303L) indicated that one archaeological site CA-SJO-0080 had <br /> been recorded and partially excavated prior to 1929 within the Stockton Channel area This <br /> site was a major Indian settlement in the area The Weber Point site is designated as both a <br /> ' City of Stockton"Landmark"site and a State "Historical Landmark/Historic Place" <br /> However, the proposed seawall will not affect"Landmark"or State"Historical Landmark/ <br /> Historic Place" sites <br /> The known archaeological site CA-SJO-0080 is north of the Seawall construction zone and <br /> will not be directly affected by the proposed project Therefore, the proposed project will not <br /> result in the alteration or destruction of historic properties <br /> Level of Significance: Not significant <br /> tMitigation Measures: The following mitigation measures will reduce the potential for <br /> impact to less than significant These measures were previously adopted as part of the <br /> Findings, Statement of Overriding Considerations and Mitigation Monitoring Program for the <br /> Amended West End Urban Renewal Project No 1 (Paoli and Associates, 1991, City of <br /> Stockton) <br /> ' a) Prior to commencement of construction activities, all contractors and subcontractors shall be <br /> informed in writing of the potential discovery of significant archaeological and historical <br /> resources below the ground surface in the project area and the procedures to follow should a <br /> discovery be made <br /> b) If any cultural resources are found or disturbed during project activities, all work on the <br /> project will stop within 100 feet of the affected area The City of Stockton Housing and <br /> iRedevelopment Department and the Community Development Department will be informed <br /> of the situation by the on-site supervisor The Housing and Redevelopment Department will <br /> be responsible for contacting a qualified archaeologist to evaluate the find <br /> ' c) If human remains are uncovered, all work on the project will stop within 100 feet of the <br /> affected area The City of Stockton Housing and Redevelopment Department and the <br /> Community Development Department will be informed of the situation by the on-site <br /> supervisor The Housing and Redevelopment Department will be responsible for contacting <br /> the San Joaquin County Coroners office The Coroner shall have two working days to <br /> ' recommend proper treatment or disposition of the remains, following existing Native <br /> American Heritage Commission guidelines <br /> Significance after Mitigation: Less than significant <br /> Implementation and Monitoring Program <br /> Implementation City of Stockton Housing and Redevelopment Department <br /> I <br /> EX-IS-04 Doc 9125197 33 <br />
