I. Introduction <br /> ' The purpose of this Expanded Initial Study for the Weber Point Southbank Seawall Project is to descnbe <br /> the proposed project and to discuss the potential impacts associated with construction and operation of the <br /> seawall The City of Stockton will submit this Expanded Initial Study to the State Clearinghouse for <br /> ' distribution to appropriate agencies <br /> tl. Expanded Initial Study <br /> A. Project Description <br /> ' The Weber Point Southbank Seawall Project consists of structural modifications to approximately 835 <br /> lineal feet of existing concrete seawall bordering the south side of Weber Point in Stockton,CA(Sheet I <br /> and 2,Appendix A) The purpose of the project is to construct the structural improvements necessary to <br /> ' insure long-term performance of the wall,provide a stable subgrade behind the wall for the purpose of <br /> constructing future Weber Point Park surface improvements,and improve the wall's overall aesthetic <br /> appearance A section of stairs will be constructed into the seawall(Sheets 3,5,Appendix A) The <br /> completed project will greatly enhance the wall's appearance and is considered a key element in the City of <br /> ' Stockton's overall downtown redevelopment efforts <br /> The project's primary features include 1)lowering the existing concrete seawall and grade behind the wall <br /> by as much as five(5)feet in order to reduce earth pressures pushing outward on the wall,2)construct a <br /> new steel sheetpile wall on the water side of the existing wall to architecturally match the previously <br /> improved seawalls around Weber Point,McLeod Lake,and the North Bank of the Stockton Channel, <br /> 3)fill the eroded voids under the existing wall,4)structurally bond the new sheetpile wall to the existing <br /> concrete wail with a common concrete cap and concrete fill between the new sheetpile and the existing <br /> wall,and 5)place rip-rap on the channel bottom adjacent to the waterside of the sheetpile <br /> ' B. Location <br /> The project study area is located adjacent to Stockton Channel within the City of Stockton, San Joaquin <br /> ' County,CA The project is situated in the Central Valley of California within the urban boundary of the <br /> City of Stockton, in San Joaquin County,CA The project study area is bordered by Center Street on the <br /> east and Weber Avenue on the south <br /> 1 <br /> C. Environmental Setting <br /> ' The project study area is located on the south side of Weber Pomt at the east end of the Stockton Channel <br /> of the San Joaquin River and is limited to the existing seawall adjacent to Stockton Channel(Sheets 2,3, <br /> Appendix A) Elevation of the project study area is approximately 12 feet <br /> ' The open water portion of Stockton Channel terminates at Center Street Land uses within or adjacent to <br /> the project study area include an ARCO gas station and an abandoned parking lot The area bounded by <br /> the seawall,Center Street, and Weber Avenue is accessible to small boats,such as row boats,paddle <br /> ' wheels,etc <br /> The existing seawall is a concrete wail approximately 835 lineal feet long Two open-ended concrete <br /> culverts and one metal pipe are located in the seawall Five wooden pilings are situated in Stockton <br /> Channel at the east end of the project study area A three foot wide portion of Stockton Channel,a waters <br /> of the U S, is included in the project study area Rock rip-rap could potentially be placed at the base of the <br /> EX-1-04 DOC 9/25/97 1 I <br /> 1 <br />
