Tracy Disposal/Tranfer Station uses two <br /> TPIDs, one for the hauler part (1278421) and one for the collection at the transfer station (1107036). <br /> Bill, <br /> The issue at the Transfer Station was an AC issued in April for not having recent EDTs for disposal by GBP. <br /> When the Teichert CTL issue came up in August for the hauler side of Tracy Transfer/Disposal, I used the <br /> opportunity to follow up the EDT issue with the transfer station (kill two birds with one stone). I discussed this with <br /> my bosses, and the logical way to track time was to conduct inspections since we were in a new fiscal year. <br /> The training opportunity was not mentioned in the Inspection Reports, you are right. I communicated the <br /> situations within our staff and documented that information in the file activity log. I purposely used the Inspection <br /> Reports to document the Teichert project(which uncovered over 500 tires over three months' time) as well as the <br /> manifesting issues at Tracy Transfer/Disposal for you at the CIWMB. The CTL manifesting issues came on the tail <br /> of the Teichert cleanup. At the time, the change in personnel at Tracy Transfer/Disposal didn't seem pertinent to <br /> document on the Report. The pertinent issue was correcting the manifest issues, which provided the training <br /> opportunity. (In this case, Kurt Duren of Tracy Transfer isn't really "new" but in a new position within the company. <br /> The person who used to monitor the hauler portion retired.) <br /> There were a lot of pieces to this puzzle and everything is in compliance now. I can document training of new <br /> personnel in future inspection reports if that what you'd like. I'm looking at the 8/18 inspection in front <br /> of me and it does not mention the supplemental information that you just provided in the email. <br /> Your narrative on the inspection report could have covered that. As I've mentioned in past <br /> emails, when you (the Grantee) take time to explain to "new personnel that needed training" that, <br /> among other things, can be covered in the report. <br /> Please remember that I am viewing these in a vacuum—I can only go by what is in front of me. <br /> 9/15/2008 <br />
