• ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> Assessor Parcel Number 137-31-10, 11, 12, 13, 14, 16,and 17 <br /> NW Corner Center Street and Sonora Street <br /> August 8,2000 <br /> 1.0 INTRODUCTION <br /> First Commercial Real Estate retained Condor to conduct an American Society for Testing and Materials <br /> (ASTM) Standard Phase I Environmental Site Assessment (ESA) of the site (Site) located 315 South <br /> Center Street and 37 West Sonora Street, Assessor's Parcel Number(APN) 137-31-10, 11, 12, 13, 14, 16, <br /> and 17 (Figures I and 2, Appendix A). The Site is currently vacant. <br /> Included is a discussion of the purpose and scope of work of the assessment; a description of the Site and <br /> adjacent properties. a discussion of the information gathered from records, interviews, and site visits; and <br /> Condor's findings and conclusions. All figures referenced in the report are included in Appendix A. The <br /> results of research into ASTM-recommended government databases (Environmental Radius Map Report) <br /> are contained in Appendix B. Site photographs are contained in Appendix C. A glossary of terms <br /> associated with an ASTM Phase I Environmental Site Assessment(ESA) is contained in Appendix F. <br /> . 1.1 PURPOSE <br /> The purpose of the ASTM Phase I ESA is to investigate the potential for recognized environmental <br /> conditions with respect to the range of contaminants within the scope of the federal Comprehensive <br /> Environmental Response, Compensation and Liability Act (CERCLA) and to petroleum products. The <br /> term recognized environmental condition means the presence, or likely presence, of hazardous substances <br /> or petroleum products at the Site under conditions that indicate an existing release, a past release, or a <br /> material threat of a release of hazardous substances or petroleum products into structures on the property <br /> or into the ground, Groundwater or surface water of the property. The goal of this assessment isnot to <br /> demonstrate that no hazardous materials are present at the Site. The assessment is necessary, however, to <br /> complete "...all appropriate inquiry into the previous ownership and uses of the property consistent with <br /> good commercial or customary practice" [42 USC Sec. 9601 (35) (B)J. The use.of an environmental <br /> professional in the performance of this assessment will minimize and manage risk of environmental <br /> difficulty, but cannot completely eliminate the risk. <br /> 1.2 SCOPE OF WORK <br /> The typical scope of work for an ASTM E 1527-97 Phase I ESA is described below in Section 1.2.3. An <br /> ASTM Phase 11 ESA was not included in this scope of work. The results of the Phase I ESA are used to <br /> determine the need for, and scope of, a Phase I1 ESA. <br /> 1.2.1 ASBESTOS <br /> An Asbestos Containing Building Materials (ACBM) survey was conducted on the Site on July 25, 2000. <br /> A total of 57 asbestos bulk samples were collected from the interior and exterior of the building. The <br /> report is summarized in section 4.6 and Table 2. The Asbestos survey is included in appendix D. <br /> • <br /> �.� <br /> CONDOR <br />
