Environmental Site Assessment <br /> APN 137-31-10, 11, 12, 13, 14. 16,and 17 <br /> • Page 2 <br /> 1.2.2 ASTM Phase I Environmental Site Assessment <br /> The ASTM Phase I ESA consisted of the following tasks: <br /> Site Reconnaissance - Condor made a site visit and a general description of the Site, <br /> including one brick building with a wooden lean to shed on the left rear corner of the parcel, <br /> roads, public water supply system, public sewage disposal system, as well as present and past <br /> uses of the Site (if ascertainable) is included in this report. Observations were made on the <br /> Site, along the periphery of the Site, and in all areas common to the Site and adjacent <br /> properties to assess if conditions suggest that hazardous substances are present on, or might <br /> migrate to, the Site. Obvious terrain characteristics of concerti, such as areas of distressed <br /> vegetation, ground stains, landfills, depressions, and/or evidence of any below-grade tanks, <br /> were also noted. <br /> Review of Site History - The history of the Site was reviewed to learn about permits granted <br /> or citations issued (including any well and/or underground storage tank permits), prior uses <br /> of the Site and properties immediately adjacent to the Site, and local geologic and <br /> hydrogeologic data, as appropriate. Topographic maps and reasonably obtainable historical <br /> aerial photos were reviewed to assess historical land uses on and near the Site. Sanborn Fire <br /> Insurance Maps were not available for the Site. A Site history was obtained from topographic <br /> maps, aerial photographs, interviews, and other historical resources. <br /> Review of Environmental Records - The non-confidential portions of reasonably obtainable <br /> and practically• reviewable records retaitied by Federal, State, and local agencies for properties in the vicinity of the Site within an approximate minimum search distance (MSD), <br /> that have been investigated and/or inspected, were reviewed for potential environmental <br /> liability. The'records review included the following, as applicable: <br /> I. CERCLIS - Sites identified by the USEPA as abandoned, inactive, or uncontrolled <br /> hazardous waste sites that may require cleanup. <br /> 2. ERNS - Emergency Response Notification System information on reported releases of oil <br /> and hazardous substances. <br /> 3. NPL - Sites identified for priority cleanup under the National Priorities List (Superfund) <br /> program. <br /> 4. RCRA/HWDMS - Selective information on sites which generate, transport, store, treat <br /> and/or dispose of hazardous waste as defined by the Resource Conservation and <br /> Recovery Act(RCRA). <br /> 5. CAL-SITES/ASPIS - Information on hazardous waste sites identified by the California <br /> Department of Toxic Substance Control. <br /> 6. CORRACTS - Information on RCRA facilities which are undergoing "corrective action" <br /> as a result of a release of hazardous waste or constituents from a RCRA facility into the <br /> environment. <br /> 7. CORTESE - Information from the State Department of Health Services, the State Water <br /> Resources Control Board, and the California Waste Management Board regarding <br /> hazardous waste and substance sites. <br /> 3.
