Commercial <br /> businesses on the west half of the block were composed of a Planing Mill, which eventually burned <br /> down. Located on the southeast quarter of the Site, were businesses including the auto-wrecking yard <br /> associated with used-auto parts storage. The Project Street Map (figure 3) and Site Sanborn map (figure <br /> 4) are included in Appendix A. <br /> Auto wrecking yards and auto parts storage facilities have possible environmental liabilities due to the <br /> lack of environmentally sound industry practice during the years of operation. The potential <br /> environmental hazards resulting from this industry include: potential contamination of soil and <br /> groundwater from: <br /> Release of gasoline and diesel fuel from vehicles <br /> Release of other automotive fluids including transmission, brake, and radiator <br /> Release of metals including lead, nickel, copper, and ethylene glycol <br /> Release of solvents and auto parts cleaners <br /> 2.8 CURRENT AND PAST USES OF ADJOINING PROPERTIES <br /> The 1895 Sanborn maps, with updates to 1956, indicate that P.A. Buell & Co occupied adjoining <br /> properties on the Site to the south with a possible fuel storage tank. The block to the north of the Site <br /> contained the Old and New Franklin Schools. The block to the east of the Site was the Girabaldi Hotel <br /> and residential dwellings. The block to the west of the Site was the Stockton Lumber Company and <br /> housekeeping rooms. <br /> The 1917 Sanborn maps, with updates to 1956, show that Robert's and Clark's Planing Mill and Cabinet <br /> Shop occupied adjoining properties to the south. The Nippon Hotel operated in the northeast corner of the <br /> parcel along with several dwellings. The block to the north consisted of a shop selling gas and oil and the <br /> Old and New Franklin schools. The block to the east of the Site was the Girabaldi Hotel. On the block to <br /> the west were housekeeping rooms and dwellings. The Stockton Lumber Company was gone and the <br /> area was vacant by 1956. <br /> 3.0 RECORDS REVIEW <br /> Federal, state, county, and city regulatory agencies retain tiles for properties that fall under their <br /> jurisdiction. As part of this ASTM Phase I ESA, Condor investigated and/or inspected the non- <br /> confidential portions of the regulatory agency files that were reasonably ascertainable and practically <br /> reviewable2 to assess the likelihood of problems from hazardous substances or petroleum products <br /> migrating to or from the Site. In addition to the regulatory file search, Condor conducted a search through <br /> the San Joaquin County Public Health Office.
