Environmental Site Assessment <br /> APN 137-31-10, 11. 12, 13. 14, 16,and 17 <br /> Page 8 <br /> • 4.3 STORAGE TANKS (INCLUDING CONTENTS AND ASSESSMENT OF LEAKAGE OR <br /> POTENTIAL FOR LEAKAGE) <br /> No aboveground storage tanks or underground storage tanks, vent pipes, fill pipes, or access ways <br /> indicating underground storage tanks were observed during the Site visit. The building and basement <br /> were unsafe to inspect. Due to historical construction and demolition activities on the Site, tanks may be <br /> present but not readily identifiable. Thus a magnetic survey to identify possible tanks is recommended. <br /> 4.4 INDICATIONS OF PCBs (INCLUDING HOW CONTAINED AND ASSESSMENT OF <br /> LEAKAGE OR POTENTIAL FOR LEAKAGE) <br /> Polychlorinated biphenvl's (PCBs) are a group of manufactured organic chemicals that have been widely <br /> used as a coolant and lubricant in transformers, capacitors, and hydraulic fluid. The manufacture of <br /> PCBs was stopped in 1977 because of evidence that PCBs build up in the environment and cause harmful <br /> effects. There were no electrical transformers or other potential sources of PCBs observed at the Site. <br /> PG&E operated a Transformer Yard two blocks south of the Site and therefore the Site has a potential for <br /> PCB contamination from this off-site source. <br /> 4.5 INDICATIONS OF SOLID WASTE DISPOSAL <br /> This ASTM Phase I ESA includes an assessment of the Site for areas that may have been filled or graded <br /> by non-natural causes (or filled with a material of unknown origin) that would suggest that trash or other <br /> solid waste Iiad been disposed on site. No evidence of the Site being used as a landfill or solid waste <br /> disposal site was found during the site reconnaissance. <br /> 4.6 ASBESTOS SURVEY <br /> An Asbestos Demolition Survey was conducted on July 25, 2000. A total of 57 asbestos bulk samples <br /> were taken from the building materials. A certain number of Asbestos containing building materials <br /> (ACBM) were found positive for asbestos. The findings for ACBM are summarized in table 2. The full <br /> report and table 2 are included in (Appendix D). <br /> Table 2 of Asbestos Findings <br /> Sprayed on Decorative 3% ! The Phase I ESA completed by Condor in July 2000, revealed the following <br /> recognized environmental conditions associated with the Site: <br /> Sampling of the one building existing on Site has documented the presence of asbestos <br /> containing building materials. The materials would need to be properly removed by an asbestos <br /> abatement contractor prior to demolition of the building. <br /> The Site, and the area surrounding the Site, has been developed for over a hundred and ten years. <br /> The area has been used for residential, commercial, retail and industrial purposes.
