Tjosvold, P.E. <br /> Chief <br /> Site Mitigation Branch <br /> California Department of Toxic Substances Control <br /> 10151 Croydon Way, Suite 3 <br /> Sacramento, CA 95827 <br /> Attention: Mr. Fernando Amador <br /> re: Docket No. HSA 90/91/08 - Stockton Former Manufactured Gas Plant Site <br /> Subject: Quarterly Summary Report (First Quarter, 1998) <br /> Dear Mr. Tjosvold: <br /> Pacific Gas and Electric Company (PG&E) submits this first quarter 1998 summary report <br /> for the Stockton Former Manufactured Gas Plant Site (site) in accordance with Provision <br /> 3.7 of the above-referenced order. This report summarizes technical activities conducted <br /> by PG&E in compliance with the order from January 1, 1998 to March 31, 1998 and <br /> activities planned for next quarter. <br /> I. Activities Performed During Previous Ouarter: <br /> On December 1, 1997, the Department of Toxic Substances Control (DTSC) sent PG&E <br /> their comments and the Central Valley Regional Water Quality Control Board's <br /> (RW QCB's) comments on the draft Remedial Action Plan (DRAP)which PG&E had <br /> submitted on September 22, 1997. A final DRAP addressing these comments was <br /> submitted to DTSC on December 31, 1997. DTSC approved this final DRAP for public <br /> review and comment on January 7, 1998. <br /> On December 5, 1997, PG&E submitted draft sampling and analysis plans to DTSC for <br /> intrinsic remediation groundwater monitoring and for verification sampling during soil <br /> excavation. A revised version of the draft Fact Sheet was also submitted to DTSC on <br /> December 5, 1997. <br /> Conference calls to discuss the draft Fact Sheet and to prepare for the public meeting were <br /> conducted on October 16, 1997, December 8, 1997 and January 9, 1998. The final version <br /> of the Fact Sheet briefly describes the Remedial Investigation(RI), Risk Assessment(RA), <br /> Feasibility Study (FS) and the DRAP and announces the proposed Negative Declaration <br /> for remediation work at this site,the public comment period and the public meeting being <br /> conducted on the DRAP and the proposed Negative Declaration. <br />
