Meeting Minutes for Stockton Former MGP Site Project <br /> September 12, 1996 <br /> Offices of DTSC,Sacramento <br /> 1.0 Objectives <br /> Paula Bolio reviewed the objectives of this meeting. They were to 1) discuss the technology <br /> screening for soil and groundwater, 2) discuss the ARARs for the project, and 3) discuss the <br /> status of additional data collection. Liz Dodge reviewed where we are in the RDFS process <br /> with the project. <br /> 2.0 Technology screening for soil <br /> Jeff Morrison reviewed the initial screening table that had been put together for possible soil <br /> technologies. Fernando Amador asked for an additional "institutional control' process option <br /> called "Access control'. Philip Isorena asked how the technology screening list was obtained <br /> and whether VISIT was used to obtain appropriate technologies. Liz Dodge said that a list of <br /> potential technologies for former gas plant sites was used as a starting point for the initial <br /> screening. Liz Dodge and Jeff Morrison agreed to look further at technology information on <br /> the internet. <br /> Philip Isorena said that he would prefer to see proven technologies rather than technologies <br /> that were in the experimental stage. Liz Dodge asked if the regulators would prefer proven <br /> technology lists or if it was possible to include innovative technologies. Fran Anderson said <br /> that she would not rule out innovative technologies. It was decided that in situ bioremediation <br /> would not be screened out. It was pointed out that the main criteria used to screen initial soil <br /> technologies had to do with whether the technology worked for the chemicals of concern. <br /> It was decided that the Feasibility Study would include the criteria used for carrying a <br /> technology forward from the initial technology screening to the secondary screening. <br /> Jeff Morrison reviewed the secondary screening table for soil. Fernando Amador asked if <br /> effectiveness is a criterion that is weighed more heavily than cost during consideration of a <br /> technology. It was explained that effectiveness and implementability were weighed more <br /> heavily than cost for carrying technologies forward. A discussion was held as to whether the <br /> effectiveness of technologies should be split into three categories: effectiveness on high <br /> molecular weight PNAs; effectiveness on low molecular weight PNAs; and, effectiveness on <br /> BTEX. <br /> It was decided that the Feasibility Study would include descriptions of the criteria used for <br /> carrying technologies forward and that if space limitation issues were a concern for <br /> implementing a technology, then those issues would be discussed. <br /> 1 <br />
