During subsequent telephone conversations, Fernando Amador (DTSC) and <br /> Patricia Sullivan(PG&E) agreed that the Soil OUFS would incorporate a range of <br /> remedial goals (which were agreed upon during the telephone conversations) and that the <br /> Soil OUFS would be submitted to DTSC by November 8, 1995. <br /> On September 15, 1995, PG&E submitted for DTSC's approval an updated project <br /> schedule. <br /> "The Quarterly Monitoring Report, PG&E Stockton Former MGP Site, Second Quarter, <br /> 1995" was submitted to DTSC and the RWQCB on July 28, 1995. The third quarterly <br /> groundwater monitoring was conducted during the week of September 4, 1995. The <br /> results of this third quarterly groundwater monitoring were submitted to DTSC and the <br /> RWQCB on October 31, 1995. <br /> II Activities Performed During Current Ouarter: <br /> The draft Soil OUFS was submitted to DTSC and the RWQCB for their review and <br /> comment on November 7, 1995. The Soil OUFS identified potential soil source areas and <br /> proposed a soil remedial action for these source areas. The purpose of the proposed soil <br /> remedial action is to reduce the potential for migration of chemicals of potential concern <br /> from the soil to the groundwater and to minimize the direct exposure of these chemicals in <br /> soil and in soil vapor. The proposed soil remedial action is removal of tar in the former tar <br /> pit, combined with in situ shallow soil mixing of other potential source areas using cement <br /> binders to solidify and immobilize constituents of potential concern. A treatability study to <br /> further evaluate the effectiveness of shallow soil mining at this site was also recommended. <br /> Included in the Soil OUFS are the analytical results of supplemental soil sampling <br /> conducted at the site in the summer, 1995. <br /> A meeting was held on November 30, 1995 between DISC, the RWQCB and PG&E to <br /> discuss the draft Soil OUFS. At the meeting, a presentation was made on the potential <br /> soil source areas, the soil remediation technologies evaluated during the FS process and <br /> the preferred remedial action. The treatablity study proposed for the preferred remedial <br /> action (shallow soil stabilization) was also discussed. DTSC and the RWQCB provided <br /> their preliminary comments on the draft Soil OUFS at this meeting. <br /> Several conference calls were conducted among DTSC, the RWQCB and PG&E in <br /> December, 1995 to define and agree on the procedures to be used during the treatability <br /> study (e.g. the chemical testing procedures).
