�► a <br /> 1.0 INTRODUCTION <br /> 1.1 Objective <br /> The purpose of this Health and Safety (H&S) plan is to describe the controls and <br /> procedures that ENV America Incorporated (ENV America)will implement to minimize any <br /> incidents, injuries, and health risks associated with investigation activities to be conducted <br /> at the Stockton Former manufactured gas plant (MGP) Site (hereinafter is referred to as <br /> "Site"). <br /> This H&S plan was developed to conform to the United States Department of Labor, <br /> Occupational Safety and Health Act (OSHA); the California OSHA; and other applicable <br /> federal, state, county, and local laws, ordinances and codes. Where any of the <br /> requirements from different regulations are in conflict, the more stringent requirements will <br /> be followed and enforced. <br /> To account for changing Site conditions and work activities, some of the specifications of <br /> this H&S plan may change as work progresses. These changes will be addressed as <br /> necessary via amendments to this H&S plan. <br /> ENV America can provide this health and safety plan to subcontractors or other personnel <br /> involved with the scope of work that ENV America is or will be performing at the Site for <br /> information purposes only. Subcontractors and others involved with the Site will be <br /> responsible for the health and safety of their own employees. <br /> 1.2 Site Location <br /> The Site is located at 535 Center Street, in the city of Stockton, California (Figure 1). The <br /> Site has been subdivided into three areas: I, 11, and III. The former MGP occupied the <br /> three-acre block bounded by Hazelton Avenue on the south, Center Street on the east, <br /> Church Street on the north, and Commerce Street on the west (Area 1). Area II is located <br /> within PG&E's Station A electrical substation, east of Area I. This area was not used for <br /> gas manufacturing operations. A one-acre parcel within the adjacent block to the north <br /> (Area 111)was formerly owned by PG&E. A gas holder that was used to store gas produced <br /> by the former plant was located on the parcel. <br /> 1.3 Scope of Work <br /> Field activities will include groundwater and soil sampling, monitoring well installation and <br /> decommission activities. The scope of groundwater sampling work generally consists of the <br /> collection of water samples from existing wells. Purged water and soil cuttings will be <br /> containerized onsite.
